The position serves as a Medical Technician - Phlebotomist for the VA Pacific Islands Health Care System (VAPIHCS). Duty location is at Kailua Kona, Hawaii County, Hawaii. VAPIHCS provides patient care to over 35,000 unique Veterans across a 2.6M square mile area of the Pacific Ocean. VAPIHCS delivers a full range of comprehensive health care services.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Obtains venous and capillary blood specimens from patients using knowledge of human anatomy, aseptic technique, and phlebotomy material selection (i.e., vacutainer, syringe, butterfly, lancet); Prepares phlebotomy site for proper specimen collection; Ensures proper identification of patients; Clearly labels specimens after drawing as required; Follows universal precautions, and infection control guidelines in the performance of all phlebotomies, to include gloving, disposal of needles and contaminated waste, and patient isolation requirements; Labels specimens to indicate exposure to infectious agents; Follow proper procedures in the storage and disposal of needles and syringes; Serves as receptionist at the laboratory front desk, greeting patients, providing them with appropriate guidance, answering nontechnical inquiries, and referring technical inquiries to the appropriate laboratory staff member; Aids physicians by processing a wide variety of clinical pathology specimens for shipment to the VA main reference laboratories; Prepares containers for collection; Centrifuges specimens and aliquots sample into proper shipping container; Researches and resolves problems associated with any samples without physician orders, or any testing orders without samples submitted; Receiving, collecting, sorting, recording, storing and/or shipping clinical laboratory specimens so that appropriate testing/diagnostic procedures can be performed; Obtaining additional data or information from healthcare providers as needed; Maintaining the laboratory and equipment in a clean and safe condition; Other related duties as assigned. To qualify for this position, you must meet the following requirements: ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. MINIMUM QUALIFICATIONS GS-06: One year of specialized experience equivalent to at least the GS-05 grade level in Federal Service performing technical medical laboratory support work such as: performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. ~OR~ Successful completion of at least one-half year of graduate level education (9 semester hours above a bachelor's degree) or an internship in course matter that must include courses directly related to the work of the position such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. (Transcripts required) ~OR~ An equivalent combination of successfully completed graduate level education and specialized experience, as described above, to meet the total experience requirements for this grade level. This education must include graduate courses directly related to the work of the position such as chemistry, biological sciences, hematology, microbiology, serology, etc. and must have been obtained in an accredited college or university (Transcripts required).
