The position of Administrative Officer is part of the in the Gastroenterology Section of the VA Loma Linda Health Care System (VALLHCS). The administrative officer is the principal advisor and management consultant to the service and management team for administrative matters.

Duties

Major duties include, but are not limited to the following: Reviews and approves resource allocations within the section. Establishes and monitors control point budgets for preparing and presenting requests to executive management for budgetary increases, identification of and justification for increases in individual program funding and approving individual expenditures for recurring items. Coordinates all quality assurance activities for the Section, including periodic audits of the quality of services, quality of documentation, quality of customer interactions and other measures necessary for an understanding of the progress and effectiveness of the section. Acts as a liaison with other Sections and Service managers, Allied Health Programs Directors, Residency and Fellowship Directors and Coordinators, Dean of Medical School's Office to ensure that staff and trainees assigned to the cardiology section are aware of and comply with the proper guidelines and procedures Develops and implements comprehensive staff plans for the Gastroenterology section that are consistent with the medical center strategic plan and which includes consideration of the medical center's mission, vision and values. Serves as the primary liaison with the Human Resources Office, coordinating the identification and communication of needs and receipt of HR service Reviews vacant positions and makes decisions on filling them; identifies employees eligible for promotion and recommends staffing alternatives such as reassignments or details to fulfill operational needs. Recruits, interviews, and recommends selection of subordinate staff members to serve in the Administrative Service. Develops performance standards for subordinate positions and evaluates the performance of staff members, recommending motivational awards for exceptional performance, and counseling employees whose performance falls short of expectations. Establishes or modifies account structures, tracks expenditures and obligations, and continuously reviews accounts to be able to alert managers to problems. Oversees management of the GI Database systems which includes disc creation, data sourcing, data interface with multiple systems Evaluates the suitability and effectiveness of such reporting systems, coordinates vendor and outside contract evaluations, and recommends replacement and redesign of systems if needed Evaluates resource needs for new and revised clinical and or administrative programs; conducting studies of proposed new programs as well as needs assessments of existing programs to assure that resources of all types (employee, equipment, space, utilities, etc.) are available and completed in a timely manner. Prepares, consolidates, and submits budget estimates and justifications for all programs. Formulates, presents, executes, and analyzes the section's budget. Works with the Section and the data analyst in the evaluation of budget requests, utilizing cost benefit analysis and evaluating program trade0offs, and exploring alternative methods of funding. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance; ability to identify a need, gather, organize, and maintain information, determine its importance and accuracy and communicate it by a variety of methods; ability to empower people by sharing power and authority, developing lower levels of leadership, ensuring that staff are appropriately selected, utilized, appraised, and developed, and that they are treated in a fair and equitable manner; knowledge of planning, coordination, and execution of business functions, resource allocation, and production. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must have an combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
