The incumbents will have responsibility for the operation process, maintenance, troubleshooting and oversight of all Pharmacy Mission Act /Non-VA Care approved prescriptions. The incumbent is also highly specialized technician who serves as the controlled substance and research technician, responsible for the management of all controlled substances and investigational medications handled on an outpatient basis.

CITC Functions
Applies evidence-based, cost effective principles to promote optimal patient care within budget appropriation for Care in the Community programs.
Assists in the development, implementation and / or maintenance of plans to promote therapeutic appropriateness and safety.
Assures medications are dispensed to patients in a timely fashion consistent with TJC standards, VA requirement, and Federal and State laws impacting pharmacy service.
Assists in the development and maintenance of drug distribution processes specific to Care in the Community prescriptions for the CBOC's that meet the needs of patients and follow the "same level of care" as the EOVHASC.
Vault Functions
Distributive: The incumbent maintains responsibility for complex technical and automated support functions requiring extensive knowledge of formulary medications and facility-controlled substance and investigational policy and procedures.
Controlled Substances: This position has primary responsibility for the handling of all controlled substances and for the timely filling, on a daily basis of all outpatient controlled substance prescriptions: window, mail, or overnight delivery.
Maintains complete vault and drug security when working in vault.
Interprets orders, assembles materials, prepares, packages, labels, completes required documentation, includes required handouts, and sets up all finished controlled substance prescriptions in an organized manner for check by pharmacy.
Maintains accurate inventories of all controlled substances as dispensed and ensures secure distribution of non-controlled items maintained in the vault (erectile dysfunction medications and hep c drugs.
Investigational Studies - This position has primary responsibility for the handling of all outpatient investigational medications.
Prepares informational binders for each protocol with guidance and assistance from clinical staff and the outpatient supervisor.
Documents the receipt, dispensing, and return of all research medication.
Ensures that patient consent forms are present prior to processing research prescriptions.
Interpret all investigational outpatient orders, assembles materials, prepares, packages, labels, completes required documentation, and sets up the finished prescriptions in an organized manner for check by pharmacist.
Clinical
Reviews and interprets patient medication orders and utilizes knowledge to alert pharmacists to potential problems/issues.
Notes patient refill compliance and alerts RPh with noted concerns.
Work Schedule: FT, Monday thru Friday, 8:00 am - 4:30 pm.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-07
PTCB certification is required at this grade level and above.
Experience. One year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSA's:
Demonstrated Knowledge, Skills, and Abilities:
1. Ability to evaluate, analyze workflow, and coordinate work activities.
2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes.
3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff
4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.
5. Comprehensive knowledge of the procurement and formulary process.
6. Comprehensive knowledge of investigational drug policies and procedures.
7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.
8. Comprehensive knowledge of, and ability to, analyze data in VA information systems.

Physical Requirements: The work requires regular and recurring physical exertion such as standing for long periods of time, bending, kneeling, reaching, moderate lifting of instruments and materials up to 25 pounds, walking moderate distances, mental alertness, and ability to work under pressure due to meeting established timetables for documentation, equipment failures and resolutions. Some assignments require working at a computer workstation and keyboarding for moderate periods of time. Several hours at a time may be spent under stressful conditions due to the responsibilities and pressures that the position can encompass. Rotation of shifts imposes additional physical demands.
