The primary purpose of this position is to serve as a financial management specialist in the organization's financial management office, performing a variety of financial functions involving the formulation, execution, and/or analysis of budgets/costs for substantive programs and support activities.

Duties

Perform budget formulation and analysis work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Provide advice, assistance, and guidance on financial analysis and related information. Conduct analyses, reviews, and special studies of budget and/or related information. Use automated budgetary system{s) and computer generated products in accomplishing financial analysis assignments.

  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • Safeguard classified or sensitive budget-related information and/or files.
  • May be required to travel on military or commercial aircraft to attend conferences and meetings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying financial principles, theories, and budgetary techniques, performing budget formulations and analytical methods; researching data involving obligations, expenses, and quantitative budgetary data; reviewing budgetary adjustments and trend analysis reports; participates in interpreting budgetary policies and negations, utilizing computer software and programs to conduct budget reports and schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used financial management and budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to Center programs/organizations. 3. Skill in the application of method, and technique to analyze and evaluate the effects of changes in program plans and funding. 4. Ability to gather. assemble. and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing to justify, defend, present, and/or advise on budgetary process/actions. 6. Knowledge of computerized budget systems. WORK ENVIRONMENT: Work is performed in adequately lighted, heated and ventilated office setting and includes an array of risks and discomforts normally found in offices and conferece rooms. The employee observes normal safety precautions when working in and traveling away from the work site. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
