The primary purpose of this position is to provide entitlement counseling and quality control services to military and civilian service members incident to movement of household goods and passenger travel. Assignments will require employee to access Department of Defense (DoD) computer systems.
Duties
Serves as personal property counselor. Conducts individual or classroom sessions to counsel all authorized military members and civilian employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized items, to domestic and overseas locations.
Plans and processes Personally Procured Move (PPM) incentive payments through the local Finance Office.
Reviews official travel to include Permanent Change of Station (PCS) and Temporary Duty (TDY) travel orders, determine entitlements, and make complete travel arrangements for active-duty military, reserve component members, DoD civilians, and dependents for worldwide travel to include remote and isolated sites.
Performs other clerical and administrative tasks in support of the transportation work.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of transportation rules, procedures, or operations governing entitlements and documentation requirements for domestic or foreign shipments to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to the personal property function. Knowledge of transportation instructions and regulations that relate to the movement of a wide range of specialized shipments, such as mobile homes, large boats, and house trailers. For example, this includes assignments regularly involving the movement of oversized, heavy haul, hazardous, and security risk items. Moves of this nature require extensive practical knowledge of the carrier industry, specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment, services, and special handling required. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of basic office automation functions of a limited range, such as storing and retrieving documents or files; printing documents; inserting and deleting text items; producing letters and memorandums; entering data into a predefined spreadsheet; and transmitting and receiving electronic mail. Knowledge of grammar, spelling, capitalization, punctuation, and terminology commonly used in office settings and knowledge of standard processing procedures, formats, distribution, and retention policies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of transportation entitlements and documentation requirements for foreign and domestic personal property movements and passenger travel for DoD military/civilian personnel and their dependents in accordance with the Joint Travel Regulation and Joint Federal Travel Regulation.
Knowledge of a variety of types of passenger travel, protocol and procedures as required to arrange commercial, government owned or contracted domestic and foreign travel.
Knowledge of quality assurance procedures and enforcement. Knowledge of basic office automation software to perform functions such as standardized word processing and receipt of transmission of electronic mail.
Ability to analyze, correlate, and evaluate transportation data for input into automated data systems.
Ability to communicate effectively, both orally and in writing as needed to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the personal property shipment movement and passenger transportation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
