This position serves as the Program Manager for Mental Health (MH) in the Community Based Outpatient Clinics (CBOCs) in the Northern Tier. To include: Owen, Rothschild and Wisconsin Rapids CBOCs. This position reports directly to the Associate Chief of Staff for Mental Health. The MH CBOC Program Manager oversees all clinical, administrative, and day-to-day operations for MH staff in the CBOCs.

Duties

The position serves as the Program Manager for Mental Health (MH) in the four Community Based Outpatient Clinics (CBOCs) in the Northern Tier. To include: Owen, Rothschild and Wisconsin Rapids CBOCs. These clinics provide specialized Mental Health care to Veterans including psychiatric medication management, psychotherapy, mental health nursing, and same day/triage mental health access. The Mental Health Program Manager for these locations oversees and coordinates the various mental health clinical and administrative activities within the four CBOCs. This includes direct administrative and supervisory oversight of multidisciplinary clinical and non-clinical staff in large community based clinics comprised of LCSWs, LPCs, Peer Support Specialists, Addiction Therapists, Nurses, Psychiatrists, MH Nurse Practitioners and Psychologists. This position can be filled by either a Social Worker, LPMHC, Psychologist, Psychiatrist, or a Registered Nurse. The Psychiatrist - MH CBOC Program Managers supervisory responsibilities include hiring, performance evaluations, time and leave, disciplinary action, and monitoring of productivity standards. Program management responsibilities include: development of short-and long-range goals and plans consistent with facility, VISN, and national goals, development and implementation of policies and procedures to ensure goal attainment, establishing, monitoring, and analysis of outcomes through the use of measurement based care. The Psychiatrist - MH CBOC Program Manager's role entails considerable organization and coordination of resources with others within the mental health service line, as well as other services throughout the clinic (and Tomah VA Medical Center) to improve access and efficiency, oversee care coordination, and ensure high quality care. The Psychiatrist - MH CBOC Program Manager is responsible for the management of the clinical staff, which may include providing case consultation; discussing clinical, ethical, and career issues; and conducting or coordinating clinical forums for the various disciplines, to include psychiatrists, psychologists, social workers, nurses and peer support specialists. The Psychiatrist - MH CBOC Program Manager Effectively works with a diverse range of multidisciplinary health care professionals to meet performance goals and coordinates fluent integration of psychological/mental health services. Manages professional relationships with other CBOC and VA Medical Center leadership and staff. The Psychiatrist - MH CBOC Program Manager Conducts routine meetings with MH staff at the Northern Tier CBOCs to discuss program requirements and ensure compliance with various accreditation sources. Provides oversight of MH quality assurance activities at the Northern Tier CBOCs, to include timely completion of medical record documentation, patient and provider satisfaction, clinic management and utilization, and access to care. Is responsible for developing and maintaining policies and procedures specific to Northern Tier CBOC operations, in compliance with established policies and procedures. Assesses clinic workload and staffing to meet the needs of the Northern Tier CBOCs and MH Service Line. The Psychiatrist - MH CBOC Program Manager facilitates clinical forums and case consultation for Northern Tier CBOC staff. Provides a full range of psychiatry services as clinically indicated to male and female Veterans, in accordance with established protocols and guidelines. Completes comprehensive mental health intake assessments with Veterans, making accurate diagnoses and treatment plans, and coordinating appropriate referrals for care within the medical center. Consults with CBOC staff on a wide variety of patient care issues. The program Manager will be expected to split time between the Owen, Rothschild and Wisconsin Rapids CBOCs. Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: 2-3 years of Mental Health Experience Experience in Management of Outpatient Mental Health Programs Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting.

Education

1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
