You will serve as a Logistics Management Specialist in the Nuclear Propulsion Directorate (N9), Maintenance Training Group (N92) of COMNAVAIRLANT.

Duties

You will devise and implement doctrines and programs in support of nuclear carrier propulsion plants entering the end of service life period. You will provide required assistance to ship?s force during new construction with particular emphasis on training, systems turnover, reactor safety systems and test program planning and execution. You will provide feedback and guidance to Force Nuclear Propulsion Officer or his Deputy on propulsion plant related issues during these availabilities. You will provide leadership, mentoring and policy development for Principal Assistants on inactivation and new construction carriers. You will review and coordinate staff actions related to the Class Reliability and Maintainability program for carrier nuclear propulsion plants in the end of service life. You will lead and participate as a technical expert in interagency study groups to resolve problems in existing systems and programs that require innovative solutions. You will be the subject matter expert on all instructions for steam plant and reactor plant cleanliness requirements, and quality assurance programs for shipyard availabilities. You will be required to advise ship leadership on differing requirements associated with CVNs in new construction and inactivation/defueling availability.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must be cleared for access to Naval Nuclear Propulsion Information.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery knowledge of concepts, practices and principles from several engineering and scientific fields (e.g., nuclear engineering, safety and industrial engineering, radiation shielding, quality assurance, stress analysis and ship construction) to foresee and resolve in-service technical problems during maintenance, operation, and repair or overhaul of Naval Nuclear Propulsion Plants and associated support equipment, and to provide technical direction and expertise to prime contractors and shipyards for resolving these problems. Experience and mastery knowledge of nuclear carrier fleet operations and maintenance programs and in-depth technical understanding of carrier nuclear propulsion plants. Expert knowledge and skill to advise, consult, and review services with responsibility for reviewing and coordinating all requirements for carrier force nuclear propulsion end of life affairs and for new construction. Expert knowledge of the design and development of various nuclear reactor cores, components, and systems to provide expert advice and guidance on reactor servicing equipment and facilities associated with the support of carrier nuclear propulsion plant end of service life. Expert technical authority on all reactor and steam plant maintenance to include scheduled and corrective maintenance for CVNs in in CNO maintenance availabilities up to and including multi-year new construction and inactivation/defueling availabilities. Ability to apply a variety of methods to investigate, analyze, plan, and implement corrective action for difficult and complex production problems that may occur during advance planning, construction, or testing phase of an availability. Extensive knowledge of the various IT/ADP applications in use by the Navy maintenance community (AWP, OMMS-NG, P-OMMS, SFIMS, AIM, IMS, CSMP etc.) including a working knowledge of how to import and export data between non-integrated systems. Experience independently troubleshooting and manipulating these systems on the road, frequently in remote locations. Experience and skill in preparing well-written policy, and technical documents, naval correspondence and messages, PowerPoint presentations, Excel spreadsheets, Access databases; and the ability to make effective oral presentations to interface with both engineers and managers of other divisions, other agencies, superiors and subordinates.
