Duties

Recommends changes in technical standards and criteria where local resource conditions or needs are not being satisfied by applying existing BLM standards. Ensures that the district?s personnel know how to apply the BLM?s technical standards, instructions, and guidelines in carrying out the Field Office?s ESR/Fuels program. Develops, coordinates, and reviews the Emergency Stabilization Rehabilitation plans to ensure that all policies and procedures within the plans are compatible with existing BLM policies and procedures. Ensures all administrative functions associated with ESR and Fuels projects are managed appropriately. Prepares contracts to non-Bureau contractors, if needed. Monitors all aspects of assigned contracts through completion. Provides professional and technical guidance to District resource managers and technical specialists during development and implementation of ESR and Hazardous Fuels Management plans. Serves as an interdisciplinary team member. Coordinates all efforts in the development, approval, and implementation of ESR plans and associated National Environmental Policy Act (NEPA) documents and decisions. Analyzes and evaluates various land use proposals that require NEPA analysis where the proposal may impact vegetative, watershed planning or ESR projects. Monitors assigned plans and modifies or adjusts established protocols and procedures in response to analysis and evaluation.

Qualifications

Basic Education Requirement: A Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR- a combination of education and experience - have completed courses equivalent to a major, as shown above, plus appropriate experience or additional education. For the GS-09 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as: 1) Providing recommendations to others in fire rehabilitation and/or fuels reduction planning. 2) Complete planning and implementation of noxious weed or other vegetation treatments as prescribed. 3) Design treatment plans and compile accomplishment reports on treatment effectiveness. OR meet the basic requirement and have completed 2 years of progressively higher-level graduate education leading to a Master's Degree or Master's equivalent graduate degree in biological sciences or a directly related field OR meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. For the GS-11 Level: one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as: 1) Providing leadership to others in fire rehabilitation and/or fuels reduction planning and project management. 2) Complete planning and implementation of noxious weed or other vegetation treatments as prescribed. 3) Design treatment plans and compile accomplishment reports on treatment effectiveness and make recommendations regarding follow up treatments. 4) Ensure all applicable laws and regulations are followed. OR meet the basic requirement and have completed 2 years of progressively higher-level graduate education leading to a Doctoral Degree or equivalent graduate degree in biological sciences or a directly related field OR meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements of the closing date of the announcement. Physical Demands: The incumbent is involved in both office and fieldwork. For field projects the incumbent must be capable of sustained arduous physical exertion required for walking in varied topography and vegetative cover, while at times carrying moderately heavy equipment or supplies that weigh up to 50 pounds. The work also requires long periods of office work with extended periods of intense concentration. Work Environment: Office work will be performed under conditions of adequate heat, cooling, lighting, and ventilation. Outdoor work requires exposure to extremes in climate and weather, steep mountainous terrain, loud noise, slippery or loose footing, rolling objects, dusty, dry or wet conditions, and other environmental hazards. Safety precautions are required, and the employee must wear appropriate personal protective equipment while making on-the-ground inspections. Work requires extended periods of travel. When traveling to and from field sites, the incumbent frequently operates 4-wheel drive vehicles or OHVs, sometimes under adverse conditions, including ice, mud, snow, and rough terrain.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
