About the Position: Serves as the Knowledge Management Officer, US Army Corps of Engineers, Baltimore District headquarters in the modern 2 Hopkins Plaza building in downtown Baltimore, and within walking distance of the historic seaport, the Inner Harbor, and other attractions. Adjacent to prestigious universities, world-class medical facilities, and cultural attractions. Duties
Serves as the Knowledge Management Officer for U.S. Army Corps of Engineers (USACE), Baltimore District.
Supports Knowledge Management environment; build knowledge teams and develop a migration plan for content to support and promote Knowledge Management.
Plans, develops, and implements Knowledge Management policies, processes, procedures, and program guidance.
Educates leadership and employees about Knowledge Management and its benefits.
Communicates Knowledge Management to the organization and represent organization's leadership at external Knowledge Management meetings.
Participates in staff calls, conferences, council meetings, and provide recommendations/options for Knowledge Management.
Oversees and provides guidance using Knowledge Management from planning, development, implementation of practice techniques, and technologies in support of the operations.
Assess business processes and strategic goals.
Participates in required meetings as well as conferences, work groups, and operational planning teams.
Develops Knowledge Management training plans and materials for teaching organization users how to access and use the SharePoint.
Serves as the SharePoint Content Manager/Editor to implement pilot projects using Knowledge Management tools and techniques.
Collaborates with managers across the district and the region to ensure that content of the knowledge databases throughout the district are current, relevant, iterative, and non-duplicative and follows approval processes.
Coordinates with various District Subject Matter Experts (SME's) to develop and maintain a wide variety of District Standard Operating Procedures (SOPs).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or be able to obtain Certified Knowledge Manager certification from the Knowledge Management Institute (KMI) within 1 year of employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The duties of this position require travel up to approximately 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes 1) Developing Knowledge Management processes to improve efficiency and informational organization; 2) Coordinating and/or independently developing and maintaining a wide variety of guidance and procedures; and 3) Establishing methodologies to incorporate Knowledge Management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
