The mission of the National Security Division is to protect the United States from threats to our national security by pursuing justice through the law. The NSD's organizational structure is designed to ensure greater coordination and unity of purpose between prosecutors and law enforcement agencies, on the one hand, and intelligence attorneys and the Intelligence Community, on the other, thus strengthening the effectiveness of the federal government's national security efforts.

Duties

The National Security Division (NSD) has established a new National Security Cyber Section to conduct all operational functions for the Division's investigation and prosecution of cyber-related threats. The position of Chief, National Security Cyber Section is headquartered in Washington D.C., and will have full responsibility for carrying out all policy, programmatic, supervisory, and managerial matters assigned or required to assure effective and efficient operations of the National Security Cyber Section. As an integral part of the federal government's response to significant cyber threats, NSD uses its law enforcement authorities to investigate and prosecute nation state actors and proxies as well as to prevent and disrupt such threats. National security cyber threat investigations frequently present novel technical, operational, and legal questions, including challenges related to attribution; obtaining electronic evidence; responding to the speed and global span of cyber activity; and balancing law enforcement and intelligence interests. Primary responsibilities include but are not limited to: Providing prosecutorial advice, subject matter expertise, and policy guidance to the Assistant Attorney General for NSD and NSD senior leadership on all matters involving cyber investigations and prosecutions that affect national security, Advising the Attorney General, the Deputy Attorney General, the Assistant Attorney General, and the relevant Deputy Assistant Attorney General of NSD and other government officials and departments on questions of law and policy relating to national security issues within the National Security Cyber Section's purview, Directing and overseeing the section's investigations and prosecutions of cyber-related matters and its responsibilities for providing legal research and policy support, Managing a portfolio of national security cyber investigations and advising DOJ and NSD leadership on options to disrupt cyber threats to national security, and Providing legal and strategic advice and guidance to other prosecutors and law enforcement officers. Additionally, the incumbent serves as a liaison to the Federal Bureau of Investigation (FBI), Intelligence Community (IC), Department of Defense (DOD), State Department, and other interagency partners; works with U.S. Attorney Offices (USAOs), FBI and investigative and regulatory agencies, IC, DOD, and other departments and agencies to implement a whole-of-government approach to investigating and disrupting cyber threats to national security, including through prosecution, technical operations, economic sanctions, and diplomatic efforts, and private sector engagement. The incumbent shall acquire, and leverage, needed fiscal and human resources to achieve results-oriented outcomes and develop budget enhancements that include both performance measures and outcomes that reflect the National Security Cyber Section's, the Division's, and the Department's strategic goals and objectives.

MTQ: Demonstrated expert knowledge and experience in providing legal advice in the context of national security and cyber-threat investigations and prosecutions to federal agencies, law enforcement, the intelligence community, Congress, and/or the public sector. Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be clearly shown in your resume. A separate narrative statement will not be accepted. Note: Applicants who have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association and have at least 5 years of relevant post-J.D. experience (On your resume provide the year in which you obtained your degree and the name of the college or university from which it was conferred/awarded). AND Licensure: Applicants must be an active member of a bar in good standing, duly licensed and authorized to practice law as an attorney under the laws of any state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
