This position is located in the USDAs Office of Chief Information Officer (OCIO), Office of the Chief Information Officer, Departmental Administration Technology Center (DAITO). As an IT Specialist is responsible for research, systems analysis, managing IT projects, customer relationship management, understanding development methodologies, understanding the creation and maintenance of software applications, and understanding federal contracting and the monitoring of contract work.

Duties

Reports concerns, issues, and risks concerning contract performance. Responsible for all aspects of taking an information technology plan/roadmap from conception to completion. Analyzes and/or develop budgets, cost models; and develops and manages a project budget. Runs the program from design through testing and implementation to user training and program evaluation. Devises migration strategies for new complex systems, providing maximum compatibility with minimum disruption of the production workload. Customizes systems to facilitate the efficient use of automated tools. Ensures web application functionality, integrity, and security. Plans and coordinates the development of data structures and access strategies in alignment with business and mission requirements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. IT Competencies: Individuals must have IT-related experience demonstrating each of the four competencies listed below. 1.Attention to Detail-Is thorough when performing work and conscientious about attending to detail. 2. Customer Service-Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience demonstrated in each of the following areas: 1. Performing work as part of an Agile team using the Agile Software Development Life Cycle (SDLC) methodologies; 2. Leading and manages the design, development, and implementation of major Contract Writing Systems (CWS) software projects to meet complex new or modified current or future business requirements; AND 3. Performing market research and analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
