This position is being filled under the Direct Hire Authority for Certain Personnel of the DoD Workforce for positions in Science, Technology, Engineering, or Mathematics for which a qualified candidate is required to possess a bachelor's degree or an advanced degree. Under this authority, competitive rating/ranking and veterans' preference procedures do not apply.
Duties
Apply scientific methods and techniques to analyze systems, processes and/or operational problems and procedures.
Initiates and conduct analytical and technical studies or major phases of complex studies involving broad and varied subject matter.
Define problems, establish objectives, and formulate methodologies and/or data collection plans.
Utilize operations research techniques in specialized areas, (e.g., models and simulations, doctrine analysis, force structure tradeoff analysis, force design, weapons systems analysis, command and control, communications, intelligence, etc.)
Prepares comprehensive technical reports, drafts memoranda, information papers, and other forms of written communication that embodies the results of significant aspects of the studies conducted.
Makes presentations to management on status and results of studies to which assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Occasional travel ? Temporary Duty travel (TDY) may be required up to 10% of duty time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
You must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service: 1) Conducting studies to support management decision making; 2) Applying operational research and system analysis principles and methods; 3) Evaluating information concerning organizational effectiveness and systems analysis; 4) Preparing reports and analytical studies contributing to implementing and transitioning of a wide-range of concepts and visions; and 5) Developing custom analysis tools in a variety of programming languages and applications (i.e. Microsoft Excel, SQL, etc.).
