About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Mu?oz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.50% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.81% is not reflected in the salary shown.

Duties

Briefs and counsels Active Duty and retired, accompanied and unaccompanied Military as well as DoD Civilians, and/or Family Members Schedules and performs various inspections of community rental property to determine adequacy, habitability, and suitability as a listing for referral. Serves as a point of contact for real estate agents, landlords and/or property managers in the locale and maintains an office registry of real estate agents for distribution upon customer request. Manages the Rental Partnership Program and Utility Deposit Waiver Program. Gathers and compiles data for a variety of reports pertinent to availability of housing, Basic Allowance for Housing (BAH) surveys. Investigates and mediates rental complaints by and/or between landlords and tenants involving such issues as unpaid/overdue rent or security deposits, Works as a member of a team administering management of barracks and dormitories. Assists the supervisor, in developing overall installation plans and procedures. Assists with providing oversight of all UH related activities including utilization and day-to-day operations Ensures accountability of government issued furnishings Annex Q to FRAGO 15 to OPORD 19-024 Total Housing Inventory Assessment Collects and analyzes data and presents solutions or makes recommendations to supervisor when there are changes or fluctuations in the level of the operating program. Serves as point of contact on commercial contracts pertaining to cleaning, repairing, fabrication, installation of drapery, carpeting, blinds,

Requirements

Coordinating the operation, maintenance, and utilization of Army Family Housing (AFH) units with internal and external activities to assure timely assignments, furnishings placement/removal, inspections, maintenance, improvements, and repairs of AFH Units. Receiving and processing applicants for assignment of AFH. Resolving occupant complaints and disputes through meetings and negotiations. Determining Soldier's eligibility for Overseas Housing Allowance (OHA) and Temporary Lodging Allowance (TLA) implementing appropriate action. Monitoring statistical data reporting procedures for the enterprise Military Housing database determining monthly utilization. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Real Estate; Urban Planning; Business or Public Administration; Housing, Property or Facility Management. (Note: You must attach a copy of your transcripts.) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Real Estate; Urban Planning; Business or Public Administration; Housing, Property or Facility Management.
