Duties
Analyzes technical and/or administrative programs which support mission requirements and determining program effectiveness and efficiency.
Serves as technical expert in conducting analytical studies and collaborates with various stakeholders to conduct special studies and statistical analysis.
Designs collection and analysis plans for data drawn from various sources including historical administrative records, surveys, and testimonials.
Recommends program changes and enhancements to meet the needs analyzed through surveys.
Provides management advisory services for branch technical, leadership and mission support training, education and development programs.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience:
For the GS-12, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experienced is defined as developing and planning new or revised program policies, procedures, and objectives; and assessing the productivity of program operations to analyze and resolve problems in the staffing and administrative support staff activities.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
