You will serve as a REAL PROPERTY OFFICER in the Asset Utilization Branch of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.

Duties

You will establish local policies and procedures to ensure that all real property inventory transactions are properly documented for audit purposes. You will maintain and update Real Property (e.g., land, building, structure) records to reflect additions, deletions, and changes. You will assist in writing and editing policies and procedures related to accountable property. You will analyze Financial Management Regulations (FMR) and SECNAV policies to develop solutions to the management of accountable property. You will devise techniques to analyze financial data or processes to identify trends or patterns to resolve financial management problems.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver?s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising an organization on real property inventory and management related to shore facilities planning, real estate, environmental, and financial management policies, instructions, regulations and codes; 2) Utilizing a shore facility planning system to prepare Basic Facility Requirements (BFRs), Asset Evaluations (AEs), and Facility Planning Documents (FPDs); and 3) Working with others to develop policies for an organization's real property inventory.
