The primary purpose of this position is to serve as Air Force Office of Special Investigations' (AFOSI) Judge Advocate Directorate's legal counsel and advise on any and all issues relating to criminal law, including civilian and military criminal prosecutions, investigations, criminal indexing, procurement fraud, insider threat law, and counterterrorism law.

Duties

- Criminal Law Attorney: The incumbent is the primary attorney supporting civilian criminal law and related matters that typically include: extremely complex and difficult legal and factual questions that require a high order of original and creative endeavor to craft a reasonable balance between protecting the civil and privacy rights of United States persons with the need to conduct lawful investigative activities in furtherance of national-level, Department of Defense, and United States Air Force (Air Force) national security interests. -General Attorney (All Facets of AFOSI Mission): Incumbent provides counsel in the areas of counterintelligence law; intelligence law; cyber law; military justice; electronic surveillance; intercepts; complaints resolution; criminal investigations; civil rights; Constitutional law; federal labor and employment law; administrative law; fiscal and federal appropriations law; ethics; search and seizure; and any of the diverse legal issues that arise regarding AFOSI's mission. - Criminal Indexing Law Attorney: The incumbent is an attorney that advises on criminal indexing matters that typically include: extremely complex and difficult legal and factual questions that require a high order of original and creative endeavor to support a reasonable balance between protecting the civil and related privacy rights of United States persons with the need to conduct law enforcement and counterintelligence activities in furtherance of national-level, Department of Defense, and Air Force national security interests

• The position is special-sensitive. The incumbent must obtain and maintain a top secret/SCI security clearance and may be required to undergo a polygraph examination.

• The incumbent must meet minimum training requirements set out in the Judge Advocate General?s Corps policies.
• Attorney appointments are subject to serve a one-year probationary period.
• Candidates are not required to have active duty service or veterans? preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
• The incumbent must be an attorney and a graduate of an accredited law school. The incumbent must be admitted to the practice of law before the highest court of a state, territory, District of Columbia, possession, or commonwealth of the United States
• Incumbent must maintain an active law license in at least one of the jurisdictions identified above. The incumbent must recertify annually regarding the incumbent?s state bar standing.
• The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander?s designated representative(s).
• The incumbent may be required to travel by military or commercial transportations (e.g., airplane, automobile, subway, etc.)
• The incumbent?s position is a testing designated position subject to random drug testing in accordance with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28 August 2014, Certified Current, 18 December 2015

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. GS-14 Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must be a graduate of a law school accredited by the American Bar Association and be currently licensed as an attorney in active (or equivalent) status and in good standing with the bar of U.S. state, District of Columbia, territory, or commonwealth. Mastery at the expert level of criminal law and ability to apply this knowledge to develop legal strategies for unique and complex factual predicates and time-sensitive situations. 2. Mastery of techniques and knowledge of law necessary to independently identify and analyze factual, legal, and policy issues with relation to the command's law enforcement functions, counterintelligence and missions. Broad knowledge of the United States Criminal Code and policies and procedures for its enforcement employed by the Department of Justice. 3. Broad knowledge of the Uniform Code of Military Justice, the Manual for Courts-Martial, the Rules for Courts-Martial, the Military Rules of Evidence, DA-PAM 27-9 (Military Judge's Benchbook) and the Joint Service Committee on Military Justice. Broad, current knowledge of Department of Justice and federal law enforcement organizations, functions, authorities, and lines of command. Knowledge must cut across the entire spectrum of federal civilian law enforcement and prosecution organizations in support prosecuting criminal conduct in United States District Courts. 4. Mastery of the principles and methods of legal research of various sources, and ability to perform in-depth legal research to provide effective written and oral legal opinions. Skill in evaluating legislative proposals from Congress and implementing proposed substantive and administrative changes to the law involving criminal law and investigations. 5. Expert knowledge and ability to work independently to identify issues relevant to multiple mission areas to provide guidance to all levels of command, as well as interagency partners and international partners. Ability to independently prepare and present, both orally and in writing, comprehensive legal reviews and instructional material on issues related the command's law enforcement and counterintelligence mission for all levels of command. 6. Ability to analyze, plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization. Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
