About the Position: The primary purpose of this position is to serve as an Army Education Center Education Services Specialist. As such, the incumbent performs education specialist functions and plans, directs, coordinates and reports on the full scope of activities required to accomplish the Army Continuing Education system (ACES) program for assigned education center(s).
Manage Assigned Program operations.
Develop and implement a comprehensive marketing plan highlighting Army Continuing Education System (ACES).
Prepare and conduct briefings and serve as alternate General Fund Enterprise Business System (GFEBS) user.
Provide program metrics and statistics using the Army Tuition Assistance System.
Counsel individuals to help them develop and achieve their education objectives including credentialing/licensure, a valid military career goal, and subsequent civilian occupation.
Prepare and conduct education briefings for groups or units to inform them of the entire education program.
May conduct surveys of educational needs and preferences.
Provide assistance to personnel in applying for Veteran's Affairs GI Bill benefits and scholarships.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Travel may be required, as much as 15%.

Basic Requirement for EDUCATION SERVICES SPECIALIST GS-1740-11:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: The operation of an Education Department with specific experience in 1) developing programs and recommending changes; 2) coordinating activities and projects to accomplish goals and objectives; and 3) academic and career counseling. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Education: To qualify based on your education you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination of Experience and Education: To qualify based on a combination you must have the specialized experience as described above, but less than one year; and I have more than two (2) years but less than three (3) years of education as described above. You must compute the percentage of the requirements that you meet, and the total must be at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above two (2) years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
