This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facility Base (MRTFB) in the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Deputy Senior Responsible Official (SRO) at the US Army's Joint Systems Manufacturing Center-Lima (JSMC-Lima). Relocation Incentive may be authorized. Recruitment Incentive may be authorized.

Duties

Evaluate policies and directives from higher headquarters to advise on action necessary to establish framework of installation/organization policy. Recommend policy, organization and operational procedures regarding management of and operating contractor interface at JSMC - Lima. Obtain data and recommendations pursuant to managerial problems and makes final decision on all matters not otherwise delegated. Establish and maintain working relationship with higher headquarters for purposes of resolving conflicts and assuring optimum control and coordination of programs and operations of high priority or special emphasis. Serve as liaison with other agencies and stakeholder activities concerning missions assigned to JSMC - Lima. Through subordinate directors, division and office chiefs, provides supervisory control and direction for the US Army government workforce by exercising authority for the full range of personnel actions and resource management. Prepare briefing materials and attends meetings with higher echelons, other Organic Industrial Base Sites, tenants, major stakeholders, Federal, State, County, and Local government officials, and industry or community group representatives. Handle sensitive community relation matters with various groups in surrounding communities. Manage functional areas such as Facilities Engineering, Safety, Environmental, Security, Protocol, Public Affairs, Equipment, Energy, Real Property, Master Planning, Law Enforcement, Force Protection, Emergency Mgt, Information Technology, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret (Tier 3) security clearance.
  • Required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

Specialized experience for Program Manager (Deputy Senior Responsible Official), NH-0340-03:To qualify based on your work experience, your resume must clearly describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: recommending changes to policies/operations to develop more efficient processes; providing oversight of contractor performance at a government owned contractor operated (GOCO) facility; and monitoring the operations of programs/projects to measure progress toward reaching objectives effectively and economically. This definition of specialized experience is equivalent to the next lower grade (NH-02/GS-11). This position is under the Acquisition Demonstration Project. The NH -03 broadband incorporates former GS-12 step 01 through GS-13 step 10 grade levels and salary levels. JSMC - Lima utilizes Supervisory Cash Differential as a tool to incentivize and compensate supervisors based on organizational level and scope, difficulty, and value of the position. Once all eligibility requirements and conditions are met, you may receive a Supervisory Cash Differential NTE 10% of your basic pay (basic pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work.
