This is a Direct Hire Authority (DHA) solicitation utilizing the DHA recruit and appoint qualified candidates to positions in the competitive service. The primary purpose of this position is to serve as a primary public health program manager and lead a team of supervisory military employees performing a wide variety of complex occupational health and public health functions at the 1st Medical Group. Duties

Administer and perform duties related to the execution of a variety of public health programs within the Force Health and Community Health Elements. Identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establish metrics and analysis systems to ensure actions are timely and reviewed at critical points. Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Establish, develop, and maintain effective working relationships with HQ USAF, MAJCOM/SG representatives, wing and MTF units and local community and state public health officials. Research and determine or recommend appropriate actions or interpretations of issues that impact organization, installation, command, or agency.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • A one-year probationary period is required if the selectee has not previously met this requirement.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • One-year supervisory probationary period required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • A pre-placement medical examination is required.
  • May be required to work extended and/or irregular hours during exercises or contingency situations.
  • May be required to travel TDY occasionally in the performance of official duties by military or commercial aircraft or other modes of transportation.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Must have educational and job experience equivalent to an active duty Public Health Officer, IAWAFI 36-2005 and AFMAN 36-2105. The following education and experience criteria is preferred: Doctorate in Veterinary Medicine, Public Health, Medicine, or PhD in Epidemiology; or Masters of Public Health and an RN degree; or Bachelors of Science degree and a Master of Public Health and three years relevant job experience; or BS degree in a biological science and 5 years experience as a 7 level Public Health Technician (4E7XO), or an equivalent degree and comparable years of experience in the field of Public Heath or Preventative Medicine. All degrees must emanate from academic institutions recognized by the Surgeon General, HQ USAF. Basic requirements: Specialized experience: Experience equivalent to the GS-11 grade level in the Federal service which includes progressively responsible analytical or administrative, or clinical management experience in the health care field. Specialized experience is defined as: One year of specialized experience performing in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must involve a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provide knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
