Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Public Affairs Specialist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California

Duties

Responsible for high profile projects that are varied in scope and nature, and require the use of various technology, tools, and platforms (i.e., Twitter, Facebook, YouTube, Hootsuite, Flickr, ArcGIS StoryMap, Microsoft 365, OneDrive Adobe, Cision, and other relevant, communication and planning tools, etc.) Responsible for assisting Reclamation's CGB Public Affairs Officer and Deputy with internal and external communications, community engagement, project or event amplification and roll out/updates, as well as internal employee messaging. Supports a broad range of Reclamation work tasks and projects, including those originating within all CGB divisions and area/program offices, by taking on the responsibilities of planning, orchestrating, facilitating, developing, and communicating the organization's programs, policies, and activities of interest to the public, states and local governments, Native American Tribes, Reclamation contractors, etc. Establishes and maintains effective working relationships with representatives of the print and broadcast media, digital, and social media, business, industry, civic, education, and specialized organizations including national organizations interested in Reclamation Develops, executes, and evaluates, both independently and as part of a team, comprehensive and complex communications plans and campaigns that clearly highlight and explain Reclamation CGB programs, priorities, and initiatives or special events. Designs, organizes, and executes various program or project specific events on-site and throughout the region to highlight and amplify CGB operations and agency/DOI goals and objectives. Event planning consisting of coordinating with CGB leadership, managers, subject matter experts, as well as others to ensure all aspects of event execution are managed head of time and executed with efficiency and accuracy with all equipment acquired, key messaging developed, audio/visual coverage provided, etc. Develops and implements strategic planning initiatives that assist with the prioritization, organization and roll-out of public affairs related materials including, but not limited to, communication plans/strategies, news releases, fact sheets, talking points, presentations, feature articles, speeches, brochures, website and web-based ArcGIS story maps, audiovisual clips/segments, for the purpose of reaching target appropriate audiences. Works independently on assigned projects tracking progress and monitoring resource needs, altering the Public Affairs Officer and Deputy of potential issues prior to their occurrence. Able to report on all project statuses, milestones, next steps, and resource needs while ensuring project details (i.e., project schedules, budgets, changes, etc.) are communicated and confirmed with the subject matter experts. Event planning consisting of coordinating with CGB leadership, managers, subject matter experts, as well as others to ensure all aspects of event execution are managed head of time and executed with efficiency and accuracy with all equipment acquired, key messaging developed, audio/visual coverage provided, etc.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated specialized experience which include but not limited to: Writing original and edits news releases and features, fact sheets, content for social media and other information materials; event planning; develops, executes complex communication plans and campaigns; manage public affairs program (such as media relations, audiovisual, outreach, communications and publication programs; Plan, supervisor and manage dissemination of information to public, news media state and local government representatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/14/2023.

This position does not allow substituting education for experience.
