About the Position: Incumbent serves as either a developmental Appraiser, responsible for performing the most complex appraisal assignments, and for assisting other regional appraisal staff with appraisal problems that may be beyond their local capabilities.

Duties
Duties and responsibilities will vary depending on the level of the position, however you will be trained to develop into a full performance GS-13. Various duties may include:
Handles the most technically difficult and complex appraisal issues which involve controversies or have high visibility.
Resolves conflicts or disparities between values or the methods for determining values.
Provides review of appraisals by other appraisers across the region up to the designated delegation level.
Develops new policy guidance for the region.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain possession of or ability to acquire a valid state driver's license.
- GS-9: Incumbent must have already completed or is able to complete the Basic Principles of Appraisal and Basic Appraisal Procedures courses within 12 months of initial employment.
- At the GS-11 grade level incumbent must have already obtained or is able to obtain a Valid State Appraiser Trainee License within 12 months of initial employment.
Qualifications
NOTE: This is a developmental position. The duties of this position lead to the full performance level of GS-1171-13. Incumbent may be non-competitively promoted to the next higher grade upon (1) meeting all regulatory requirements; (2) certification by the supervisor of successful performance; (3) completion of all training requirements; and (4) the availability of work at the next higher grade level. Promotion is not automatic.

Minimum Qualifications for the GS-09:
Specialized Experience: One year of specialized experience which includes assisting in the process of appraising real property, using multiple sources including complex databases to perform research; and preparing spreadsheets, written summaries of research results and appraisal reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: real estate, business administration, public administration, organizational management, or a related discipline to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications for the GS-11:
Specialized Experience: One year of specialized experience which includes assisting in the appraisal of residential, commercial, agricultural, and/or industrial properties for acquisition or disposal; performing appraisals of properties for lease, license; and preparing appraisal reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as real estate, business administration, public administration, organizational management or a related discipline to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
