The Tibor Rubin VA Medical Center is recruiting for one (1) Healthcare Engineer assigned to the Engineering Service. The primary purpose of the position is to serve as a Healthcare Engineer, Project Manager under the supervision of the Supervisory Healthcare Engineer, Major Projects Supervisor, Planning & Program Management Section, Engineering Service. Duties

The incumbent Healthcare Engineer will serve as a Program and/or Project Manager for Major construction programs, throughout the entirety of the program's lifecycle. Essential skills include a highly organized individual that effectively utilizes lean management principles to successfully execute requirements, collaborate with all stakeholders, create and maintain documentation, and effectively manage time. Is responsible for accurately tracking and reporting program/project progress, including all metrics required by the Supervisor. To successfully complete a Major Project, the incumbent will be the liaison between other government entities including VA Construction & Facilities Management (CFM), the US Army Corps of Engineers (USACE), and the Environmental Protection Agency (EPA). The incumbent is accountable to lead the coordination of all stakeholders participating in the development of conceptual requirements, implementation impact projects, design execution, construction administration, building activation, and transition to maintenance and operations (M&O). Duties and responsibilities include but are not limited to the following: Serves as a healthcare engineering advisor, contract administrator, project manager, and construction coordinator, during the design and construction of all projects assigned. Manages Healthcare Design and Construction Administration and uses independent seasoned engineering judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction. Applies a broad knowledge of methods, precedents, and standards to significantly diverse and complex work challenges. The incumbent must use innovative approaches to solve problems where serious conflicts exist between management requirements and engineering principles. Performs Healthcare Construction Management and Post Project Activities in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related industry codes and standards. Provides direction and guidance to the contractor for construction within the facility. Ensuring impacts of the construction will not impact patient care operations, risks to patients or staff, while ensuring continuity of building and utility services for medical facility operations. Serves as the Integrated Project Team (IPT) Chairperson, comprised of diverse and multi-discipline professional team members, consisting of internal and external stakeholders, and is a recognized expert in project management. Maintains Contracting Officer's Representative (COR) certification to oversee the administration of Facility Engineering Service's Architect/Engineer and Construction Contracts. If not already certified upon taking position, must be certified within 120 days of employment. Maintains Program and Project Management (P/PM) certification and applies skillset to develop accurate government requirements, define measurable performance standards, and manage life-cycle activities to ensure that intended outcomes are achieved. If not already certified upon taking position, must be certified within 240 days of employment. Performs Healthcare Planning/Design Management and determines the requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased. Supports and advances patient care. Applies engineering and managerial skills to healthcare engineering by conducting capital asset and infrastructure planning and design for the medical facility spanning initial strategic planning, concept development, design, construction, and effective implementation of complex buildings, utilities, and medical support systems. Coordinates and oversees work in a healthcare environment. Utilizes knowledge of complex medical systems and is responsible to coordinate work while keeping patients safe, and the medical facility operational. Assists in the provision of a continuing education program for clinical staff and maintenance personnel addressing the principles and application of building and utility systems in the delivery of health care. Assists in development and implementation of the environment of care program that meets current Joint Commission, Food and Drug Administration (FDA), College of American Pathologists (CAP), National Fire Protection Association (NFPA), and VA requirements, particularly as it relates to construction safety and infection control. Shares responsibility in ensuring that information security issues are managed effectively for engineering databases and building automation systems. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U. S. C. 7403(f). Education. Bachelor's degree or higher in Engineering or Architecture. T be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Structural Engineering, Biomedical Engineering, Civil Engineering, Architectural Engineering, and Architecture. Titles may vary from educational institutions and change over time; OR Evidence f passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence f current professional registration or licensure as a Professional Engineer or Architect. Evidence f current professional registration or licensure can be from any State, the District of Columbia, Guam, or Puerto Rico. *Grandfathering Provision. May qualify based n being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Foreign Education. T be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined under education. Physical Requirements. May be required to undergo and pass a pre-employment physical and Occupational Health Service requirements. Grade Determination GS-07 Experience. Basic education requirements. GS-09 Experience or Education. Candidates at this level must meet on of the following: One (1) or more years of experience equivalent to the next lower level. This experience must demonstrate the knowledge, kills, and abilities listed below; OR Master of Engineering degree, Master of Architecture degree, or Master of Science degree in Engineering or related field of study; OR Bachelor's degree outlined in the basic requirements, plus two (2) full years of progressively higher-level graduate education in a related field of study; provided the applicant's total background demonstrates the core competencies for GS-09 level assignment. In addition to the experience or education above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs): Knowledge of the principles, theories, concepts, and practices of the Engineering profession. Ability to interpret relevant codes, regulations, guidelines, and standards, and make recommendations to ensure compliance with medical center programs. Ability to understand the operational needs of clinical services in the health care system. Ability to prepare material on current technical topics and trends, for presentation to other technical staff and mid-level hospital management, and the ability to keep abreast of changes in technology. GS-11 Experience or Education. Candidates at this level must meet on of the following: One (1) or more years of experience equivalent to the next lower level. This experience must demonstrate the knowledge, kills, and abilities listed below; OR Ph.D. or equivalent doctoral degree in Engineering, or a related field of engineering, as outlined in the basic requirements; OR Bachelor's degree, plus three (3) full years of progressively higher-level graduate education in a related field of study, as outlined in the basic requirements. In addition to the experience or education above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs): Knowledge of either mechanical, electrical, structural, civil, or other engineering /architectural principles, practices, and their applications in the healthcare environment. Knowledge of basic program and project management principles, as applied to the healthcare setting and effective implementation of complex buildings, utilities, and medical support systems. medical equipment, and information system implementation. Ability to apply healthcare engineering related standards, codes, policies, and regulations, inclusive of, state and local codes. Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy. Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare. GS-12 Experience or Education. Candidates at this level must meet on of the following: One (1) or more years of specialized experience equivalent to the next lower level; OR Completion of a post-doctoral research fellowship in the field of engineering and must fully meet the KSAs at the next lower level. In addition to the experience or education above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs): Knowledge of mechanical, electrical, structural, civil, and other engineering/architectural principles, practices, and their applications in the healthcare environment. Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards, and general medical program requirements as they relate to healthcare engineering. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with engineering regulations and standards. Skill in researching and analyzing information, conditions, human factors, and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations, and procedures. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms. Assignment. At the full performance level, employees work under general supervision, with wide latitude to exercise independent judgment. Drawing upon extended professional and technical experience, employees demonstrate an intimate understanding of complex clinical and construction subject matter. The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-7 to GS-12.
