This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The incumbent functions as Chief of the MH Service. Major duties include, but are not limited to the following: Contributing to strategic objectives by developing, implementing, and coordinating programs, in collaboration with Kansas City VA executive leadership and through collaboration with other leaders across VISN 15 sites. Leading the organization toward achieving stated VHA and VISN program goals, in support of the VHA Mental Health Strategic Plan and in concert with VHA and VISN Strategic and Performance Measurement plans. Developing, coordinating, reviewing and evaluating MH programs, policies and procedures and assuming the authority to ensure implementation, as well as to maintain and improve MH operations. Providing oversight of mental health administrative and clinical programmatic resources and monitoring of outcomes using a data-driven quality assurance process. Chairing a MH Executive Committee that proposes strategies to improve programming, reviews the timeliness of Veterans' access to mental health care, oversees the resources and efficient utilization of these available to MH programs, etc. Collaborating with the VA medical facility Chief of Staff and the Associate Director for Patient Care Services to review recommendations submitted by the VISN. Ensuring written plans consistent with national policy for responding to mental health emergencies are developed and communicated broadly across the health care system to ensure Veteran safety. Ensuring same day access, screenings and warm handoffs for Veterans who attempt to engage with MH services or regarding a concerns. Designating VA medical facility Mental Health Discipline Leaders for Psychology, Psychiatry, Mental Health Social Work and Mental Health Nursing in collaboration with Nursing and Social Work leadership; further, will consider leaders for other Mental Health disciplines (Mental Health PAs, Mental Health CPPs, VRCs, MFTs and LPMHCs) when staffing levels warrant. Establishing clearly defined processes for how Veterans progress through the continuum of mental health care, including transitions to treatment settings where mental health care may be provided by a non-mental health care provider (e.g., in primary care with PCMHI support). Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship: (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determination: Senior Psychologist Program Manager, GS-15 Experience. At least four years of experience as a professional psychologist, with at least one year equivalent to the GS-14 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Skill in managing and directing the work of large, complex organizational units and in applying effective management practices. 2. Skill in persuasion, negotiation, and motivation to negotiate multiple program policies. 3. Skill in interpersonal relationships in dealing with employees and other managers using advanced consultation and problem solving skills. 4. Skill in the application and analysis of measurement tools to systems issues. 5. Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems. 6. Ability to assess need for basic and complex services across multiple programmatic contexts. 7. Ability to coordinate the efforts of multiple program elements across a complex system. Preferred Experience: VA experience and Service Chief experience of at least one year. References: VA Handbook 5005 Part II Appendix G18, Psychologist Qualifications Standard, GS-0180. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing and reaching over head. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Incumbent may be exposed, on a short term basis to fumes, dust and other debris. This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital and is an essential function of the position. Some occasions this position requirerotation of tours or indefinite work on non-administrative tours as established by the immediate supervisor. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
