Duties
The duties, described below, represent the major duties performed at the GS-08 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Reviews waiver applications and supporting documents from all Services, active and reserve, military retirees/annuitants, and current/former civilians.
Prepares detailed administrative report based on waiver documents received, review of all aspects of the request and prior DOHA (Defense Office of Hearings and Appeals) decisions.
Reviews remission applications and supporting document from Navy/Marines. (Includes review/validation of debt to ensure debt
was not caused from a misapplication of regulation.)
Reviews appeals and supporting documents of full or partial waiver denials received from applicants.
For waivers and remissions, updates military pay record, updates the DDMS or notifies applicable payroll office of decision.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-06, applicants must have served 52 weeks as a GS-05 or higher in the Federal service. To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher in the Federal service. To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-06: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-06: Specialized experience is defined as: reviewing, inputting, processing and reconciling a wide variety of financial documents and pay transactions pertaining to accounting, budget, payroll, travel or commercial accounts.
GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07: Specialized Experience is defined as: preparing debt packages and supporting documents for debt/waiver/remission applications and researching payroll regulations and precedents pertaining to debts and disputes; preparing responses to customers outlining the determinations made during the adjudication of debt disputes citing laws and legal precedent; utilizing automated financial and payroll systems to process payroll adjustments as a result of claims decisions.
GS-08: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-08: Specialized Experience is defined as: assisting in the adjudication of debt/waiver/remission applications and their supporting documentation and researching payroll regulations and precedents to help in the adjudication of those applications; preparing reports outlining and supporting the determinations made during the adjudication of debt/waiver/remission applications citing laws and legal precedent; and processing payroll adjudications and adjustments in an automated pay system as a result of claims decisions.

GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
