Duties
The Office of Inspector General, Division of Human Resources is seeking a highly motivated and customer focused Human Resources Specialist in Herndon, Virginia. As a Human Resources Specialist, you will join a team of dedicated professionals who provide valuable advice and assistance to management and staff for a full range of human resources services for an assigned organization, primarily in the areas of staffing, classification and compensation.
Major duties include:
Assisting managers, employees, and applicants by providing information regarding the OIG Merit Promotion Program and other internal policies and regulations.
Participating in staffing and recruitment processes for various types of assignments/appointments, including advising on recruitment strategies, developing applicant assessments, preparing vacancy announcements, determining eligibility and qualifications of applicants, issuing certificates, determining pay, and processing personnel actions.
Reviewing classification requests, evaluating and classifying noncontroversial position descriptions in a variety of occupations.
Ensuring personnel actions and processes conform to applicable federal laws and regulations.
Gathering facts surrounding time/attendance and pay problems, researching pertinent guidelines, and discussing issues with Departmental payroll officials to verify the correct pay or take necessary action for corrections and make retroactive adjustments.

Minimum Qualifications GS-7: To be minimally qualified for this position, you must meet one of the following (A, B, C or D):
A. One year of specialized experience equivalent to the GS-5 grade level in the Federal service performing all of the following:
1) Researching general human resources (HR) issues and applying appropriate HR laws, regulations, policies, and guidelines in a human resources functional area (e.g., recruitment and placement, classification, employee relations, performance management, or employee benefits); 2) Preparing HR written products to support HR functions such as letters (i.e. responding to applicant inquiries, tentative offer/firm offer letters), memoranda, draft job analyses or draft job vacancy announcements; AND 3) Utilizing automated Human Resources systems to perform civilian personnel support related duties. OR
B. Superior Academic Achievement is based a Bachelor's degree in a course of study that directly reflects the job-related knowledge, skills and abilities/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, and meeting one of the following: (1) Class standing - applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses; or
(2) Grade-point average (GPA) - applicants must have a GPA of 3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript or as computed based on four years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; or
(3) Honor Society membership - applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of the provision; OR
C. One full year of graduate-level education in an accredited or pre-accredited college or university in human resources management, business administration or a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position; OR
D. A combination of education and experience, as listed above.

Minimum Qualifications GS-9: To be minimally qualified for this position, you must meet one of the following (A, B, or C):
A. One year of specialized experience equivalent to the GS-7 grade level in the Federal service performing all of the following:
1) Researching, analyzing and evaluating general human resources (HR) issues and applying appropriate HR laws, regulations, policies, and guidelines in a human resources functional area (e.g., recruitment and placement, classification, employee relations, performance management, or employee benefits); AND 2) Preparing HR written products to support HR functions such as memoranda, draft job analyses, or draft job vacancy announcements; AND 3) Utilizing automated Human Resources systems, such as USAStaffing or FPPS to perform civilian personnel support related duties. OR
B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university in a course of study or two full years of progressively higher-level graduate education leading to such a degree, or possession of an L.L.B. or J.D degree, if related, in human resources management or business administration or in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position; OR
C. A combination of education and experience, as listed above. Graduate education must be beyond the first year of progressive graduate study to meet this requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Merit Promotion candidates (Federal employees) must meet time-in-grade requirements by the announcement closing date.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
