This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Public Health Activity at Joint Base Lewis McChord, Washington.
Duties
Serve as a veterinarian directing and supervising programs to include personnel, facilities, and equipment, routine care, surgery examinations, and laboratory evaluation for privately owned animals.
Supervise both military and civilian personnel.
Supervise the day-to-day operations of the Veterinary Treatment Facility (VTF) and the veterinary Non-appropriated Fund Instrumentality (NAFI) employees.
Perform hiring and termination of employees.
Conduct counseling and prepare all evaluations and awards.
Prepare budgets for all the Veterinarian Treatment Facilities.
Comply with regulations and guidelines governing all employees.
Provide training and guidance to both civilian and military personnel.
Treat government owned animals and provide client education concerning pet animals.
Diagnose conditions and diseases of public health and zoonotic concern.
Examine, vaccinate, and treat animals within the scope of veterinary service guidelines.
Interpret laboratory, radiological, and diagnostic procedures.
Explain medical findings to clients, maintain medical treatment records, and document findings in legible animal health records.
Conduct physical examinations prior to issuance of Health Certifications and release of rabies quarantine suspects.
Provide professional guidance and support to help prevent and control those animal diseases or conditions that may be transmissible to humans and animals or may constitute a community health problem.
Perform veterinary care and treatment of government, privately owned, and indigenous animals.
Provide military working dogs, other government owned animals direct full service veterinary medical and surgical care and treatment.
Provide veterinary care of government owned animals varies from limited/emergency care to definitive veterinary care, hospitalization, and surgery.
Provide emergency treatment to government animals as necessary.
Perform necropsy procedures as necessary.
Requirements
- You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- A pre-placement medical examination is required.
- This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications
Position may be filled as a term appointment NTE 1 year 1 day, if the candidate is not a current permanent Army employee Term appointments may be extended up to a maximum of six years and may be made permanent without further competition. Term appointment does not confer eligibility to be noncompetitively converted to a career conditional or career appointment.
This position MAY be made permanent without further competition contingent upon verification of the incumbent's non-competitive eligibility (must be a 30% veteran, reinstatement eligible, etc., under competitive service).
Position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
This position is Term NTE: 6 Years, initial appointment will be for 1 Year 1 day and may be extended thereafter yearly up to 4 years.

Basic Requirement for Veterinary Medical Officer:
Education: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org/, has a listing of all AVMA-accredited veterinary medical schools.
OR
Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, http://www.avma.org/ for information about schools in this category) must meet one of the following requirements:
Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:
1. Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;
2. Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing;
3. Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing.
In addition to the requirements listed above, you must also meet the requirements listed below:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. I have at least one year of progressively responsible professional veterinary experience equivalent to the GS-11 grade level in the federal service which includes providing routine preventive veterinary care for animals or providing routine medical and surgical care for animals; and managing a food safety program for animals." This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education: In addition to completing a DVM or an equivalent degree, completion of a Master's degree, or higher, in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position.
OR
Residency/Post-Graduate Training Program: Successful completion of two years of an internship, residency program, or fellowship training program in a discipline related to the position.
Licensure/Certification: a current, active, valid and unrestricted license as a Veterinarian in a state, the District of Columbia, or a territory of the United States.
Note: Licensure/Certification: Incumbent must have a current, valid license from one of the fifty U.S States that allows practice of veterinary medicine and be accredited to issue health certificates.
