The Communications Specialist position is aligned under the Connected Care Service and supervised by the Connected Care Program Manager.
Duties
Skills to facilitate, negotiate, and mitigate SM and MHV-related challenges. Skill in interpersonal communication to provide assistance and technical advice to individuals and groups from varied backgrounds. The incumbent develops and maintains effective relationships with all individuals, including those who may present barriers to program success, while maintaining sensitivity to cultural diversity, race, gender, disabilities, and other individual differences. Knowledge of software programs and skill in automated data processing applications, e.g., desktop publishing, graphics, etc. to be able to design, establish, and operate in the function of state-of-the-art personal computer equipment. Skill in audio-visual techniques to assist in preparation of radio, television, slide show, speech materials, or other methods of communication. Knowledge of a wide range of concepts and practices relating to the basic process of administration, the principles and standards of management and the techniques of organization, direction, coordination, and control. Skill, knowledge and ability to analyze a variety of research reports, studies, fact sheets, and other documents and translate from analytical to commonly understood language. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues, barriers and challenges of a procedural or factual nature concerning the efficiency and effectiveness of program operations.
Ability to adapt qualitative and quantitative analytical techniques to the measurement and improvement of program effectiveness and/or organizational productivity.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement GS11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS11: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Manages multiple projects
2) Evaluates the impact on the clinical and business workflow and processes.
3) Conducts training sessions with both staff and patients on a continual basis.
4) Oversees MHV's online presence and web content.
5) Establishes strategies to meet goals..
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Masters degree related to Communication Specialist.

You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level
