Duties

This position require military membership in the Puerto Rico Army National Guard (PRARNG) Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver?s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Individual selected for this position who is not qualified in one of the mentioned MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 day's notice of separation.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Enlisted members of the Puerto Rico Army National Guard. Area 4 = Enlisted members Prior (former) members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become Enlisted member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.) First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a ADMINISTRATIVE OFFICER (D0586000), GS-0341-9, you will provide command guidance for compliance with supply policy, directives and has command responsibility to provide assistance on material management, supply, budget input, property accountability, excess, property accounting, distribution of equipment bulk, petroleum management and inventories. GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least TWELVE (12) months at the next lower grade level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience such as monitor an assist with bulk petroleum management; managing, controlling, analyzing and recommending corrective action, regarding property losses; performing trend analysis to developing solutions to accountability problems; analyzing data and other sources reflecting command wide losses; developing charts, statistical data and other information command level briefings; advising and assisting regarding the interpretation and application of regulatory guidance involving property loss; reviewing requests for reconsideration of liability regarding regulatory/directive applicability; recommending solutions to problems based on thorough analysis; managing supply constraint programs and recommends cross leveling, initial issue and reprocurement; monitoring and coordinating command aspects of contingency stockage requirements; requirements unit storage requirements/capability and reporting status; monitoring procedures and ensuring that excess supplies and equipment are turned-in.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.

EDUCATION:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
