This is a National Guard Title 32 Excepted position for a INFORMATION SECURITY SPECIALIST, Position Description Number PDD2477000, and is part of the SC J3, South Carolina Army National Guard.

Duties

This position is located at the State's ARNG Intelligence and Security Office. This is an ARNG National Guard (ARNG) Dual Status Technician position requiring military membership. The purpose of this position is to serve as the Information Security (INFOSEC) Specialist and Industrial Security Program (ISP) Manager, responsible for managing the operations of the INFOSEC and ISP programs for the State ARNG. This Series covers various National Guard dual status technician positions in the Security Administration career field. This career field performs force protection duties to ensure combat capability through the functions of installation defense security, nuclear and conventional weapon systems, anti-terrorism identifications, trends, and analysis, resources security, intelligence gathering, military police functions, law enforcement protection, information protection security, and combat arms training and maintenance. Security Administration employees participate in contingency operations. Personnel in this career field are deployed and employed in sensitive or hostile environments created by terrorism, sabotage, nuclear, chemical, biological, or conventional warfare.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the closing date of the job vacancy.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Officer, Warrant Officer, Enlisted Military Requirements- The qualifications required to perform the Series GS-0080 Security Administration duties and responsibilities were identified through the applicable position descriptions and each military position's assigned and compatible Army and Air Force military skill sets. To successfully qualify for a Series GS-0080 position description, the applicant must qualify for awarding of the designated compatible military skill assigned to the applicable Series GS-0080 position description. A military skill set is determined by the applicable service classification and qualification requirements. Upon selection, an applicant is assigned to the designated compatible and authorized manpower military skill position in accordance with Army or Air Force manpower policies, skill classification directives, statutes, and National Guard Bureau regulations. The dual status technician must obtain and maintain all training, education, and experience requirements of the assigned military skill. Specific qualification requirements, to include mandatory medical, physical, psychological, and security clearance criteria, must be strictly adhered to as directed by the Army and Air Force regulations or directives cited in the reference list. GENERAL EXPERIENCE REQUIREMENTS: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE REQUIREMENTS: Defined as military administration, military security, and/or personnel management experience that prepares the applicant to perform the duties and responsibilities to achieve the required competency levels as defined by the applicable position description. OTHER QUALIFICATION REQUIREMENTS: Dependent on the authorized full-time position's organizational location and its required compatible manpower directed military skill assignment, applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; or, must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment. 1. The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment. 2. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. 3. Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives. 4. Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships. 5. No record of claustrophobia or claustrophobic tendencies. 6. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and drug test. 7. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment. Education

Army National Guard Officer: An undergraduate degree from an accredited college/university is mandatory. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Army National Guard Warrant Officer: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university, with completed academic courses in sociology, criminology, police administration, criminal justice, or a related area, is optimum.

Army National Guard Enlisted: Must have a high school diploma or general education development (GED) diploma.
