The employee serves as a Supply Systems Analyst in the Network Chief Supply Chain Officer (CSCO) office. The incumbent may assist either the Network Commodity and Expendable Manager or the Network Non-Expendable Manager. The primary purpose of this position is to provide analytic, administrative, and business process support to the Network Supply Chain service, facility Supply Chain services and their customers.

Duties

The Supply System Analyst duties as follows: Provide analytic, administrative, and business process support to the Network Supply Chain service, facility Supply Chain services and their customers. Monitor and manage the performance and measurement of Supply Chain management functions in all VISN facilities. Conducts analytical review of network and facility Supply Chain operations. Conducts analytical review of acquisition process efficacy and quality; develops and executes reports regarding the entire acquisition process. Monitors, addresses and resolves problems or issues in the local acquisition process. Conducts data analysis on acquisition opportunities related to services, supplies and equipment and provides recommendations to senior leadership about standardization opportunities. Provides expertise as the contract analyst responsible for furnishing advice, reviews and services concerning a wide variety of service procurements requiring in-depth analysis and resolution. Develops performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans (QASP), market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times and reporting requirements. Makes recommendations to senior leadership at all levels including the Network CSCO, Facility Chief Supply Chain Officer (FCSCO) and others regarding improvements or opportunities in the service Supply Chain provides. Monitors, addresses and resolves problems or issues in the local acquisition process. Develops and executes a staff/customer education program about Supply Chain processes and procedures including the acquisition process. Read and interpret policies and procedures. Ensures data integrity in existing and future systems including SCCOP, SEPG, VISTA, GIP, AEMS/MERS, IFCAP and others as needed. Other duties as assigned. Requirement: Candidate must demonstrate experience with data & report validation, SQL programing language. PowerBI report development, expertise working with data on the Corporate Data Warehouse (CDW) and SharePoint design/management. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level for this position is GS-12. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience (GS 11): : You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized Experience (GS 12): You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge is gained through extensive study or experience, as well as skill in applying knowledge to difficult and complex work assignments. Examples include: property and equipment management; forecast and demand planning; supply planning; sourcing; distribution; production and support; close out; cost and price analysis; objectives of the various Service lines within the Medical Center; technical terminology and uses of services required in order to plan and administer contracts and otherwise manage programs that involve numerous contracts and agreements in various stages of activity; knowledge of Federal and VA Acquisition regulations, appropriation and contract law, statutes, regulations, handbooks, policies and procedures applicable to the acquisition of services and supplies for a healthcare environment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education completed post-high school. Physical Requirements: While much of the work is accomplished in an office environment, there is a considerable amount of walking, stooping, bending, kneeling, climbing and stretching required during site visits, inspections and maintenance checks. Individual may be required to perform inspections in warehouse/storage areas and in difficult to reach or potentially hazardous areas or where climbing stairs is required. Work Environment: Work is typically performed in an adequately lighted and climate-controlled environment. However, working conditions could occasionally be dirty, hot, humid or unusually cold.
