The position is the working leader of a multi-disciplinary team of Interior Design personnel in the Interior Design Department, Environmental Management Service (EMS), VA Maryland Health Care System. The incumbent leads a crew of painters and laborers and performs a variety of maintenance and repair duties involving carpentry, painting, plumbing, HVAC, and electrical work, as well as a variety of other skilled and unskilled duties.

Duties

Some duties include, but are not limited to:Carpentry - 40% Plans and executes projects from initial layout to completion, interprets drawings, blueprints, and specifications independently, and determines the layout and work sequences and types of lumber or special related materials to be used. Uses wood, metal, and various composite materials when installing or replacing interior partitions, flooring, panels, suspended ceilings, counter tops, and moldings. Assembles items with a variety of joining techniques such as miters, rabbets, dados, biscuit, and mortise and tenon, and uses glues and adhesives to secure wood pieces, veneers, and counter tops. Mixed Maintenance Work - 35% Plans installations and coordinates repairs with skilled trade workers; Troubleshoots issues with lighting, electrical, HVAC, heating, plumbing. Performs basic plumbing repairs and installations to things like water heaters, disposal units, and faucets, including removing, cleaning, replacing, packing, and sealing defective parts of utility, supply, and disposal systems such as dirty traps, sections of broken tile pipe, and leaky drains. Performs electrical work involving removing, replacing, tightening, splicing, soldering, and insulating defective wiring, controls, equipment, and fixtures such as broken and bare wiring, burned out switches and relays, loose connections and fittings, damaged light fixtures, and poorly operating thermostats. Paints a variety of surfaces using equipment like rollers, brushes, sprayers, and coatings including varnishes, stains, paints, and shellacs; prepares surfaces by sanding surfaces, mixes coating materials, ensures surfaces have no drips, and applies protective coating finishes to meet surface protection requirements. Cleans spaces, waxes floors, makes cosmetic repairs to fixtures and decorative items, and provides labor services that include cleaning or other functions on an urgent need-type basis. Working Leader - 25% Instructs employees in specific tasks and job techniques; provides expert advice on specific tasks, procedures and policy Monitors status and progress of work, makes adjustments in accordance with established priorities, and reports back to the Supervisor; maintains record of accomplishments. Maintains tools, equipment, parts and materials inventories; initiates and updates work orders and purchase orders; Ensures all safety policies are followed and notifies the Supervisor of any unsafe situations in the workplace; performs monthly preventative maintenance inspections; performs walk-through inspections of buildings and initiates electronic work orders for deficiencies found. Involves selecting, coordinating, delivering, receiving, inspecting, assembling, installing, moving, and repairing of furniture; coordinating and overseeing floor installations; managing holiday décor set up and removal; cleaning and repairing minor decorative items.

Qualifications

Skills and Knowledge Thorough knowledge of wood and wood substitute materials, and construction techniques. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex and exact projects. Ability to interpret complex instructions, sketches, blueprints, and building codes, and measure for layouts such as those required to construct concrete forms and footings for structural foundations. Ability to determine the proper grade, size, and type of lumber or wood substitute material required for the job. Knowledge of general and precision carpentry and woodworking equipment and skill in setting up and operating the full range of industrial woodworking and related machinery including routers, band and scroll saws, and drill presses to produce finished products with features such as arcs, tangents, and circles and precise fits, accurate dimensions, and acceptable appearance. Skill in setting up and adjusting stationary power equipment and operating and using power and hand tools and other woodworking equipment such as portable drills, clippers, joiners, shavers, tenoners, sanders, routers, power activated nailers, combustion type saws, screw fasteners, drill presses, and table saws. Skill in performing routine maintenance on equipment by lubricating machines, changing and sharpening saw blades, and by adjusting drive belt tensions. Ability to mill heavy lumber, cut bevels, rabbets, chamfers, grooves, and compound miter joints, and apply plastic laminates to wood and other surfaces on counter tops, cabinets, desk tops, and tables. Knowledge of standard surface preparation and coating methods and techniques and ability to use a variety ofpainting equipment and materials. Knowledge of where fixtures, wiring, and controls, such as light switches, circuit breakers, fuses, relays, and outlets are installed and how they operate. The ability to read and follow wiring diagrams that specify where wiring, fixtures, and controls are installed or are to be hooked up and show the type of wiring, fittings, and equipment installed or to be used. Skill and ability to select proper wire gauges, insulation, protective devices and switching for a variety of equipment, lighting, and miscellaneous electrical loads. Knowledge of standard plumbing methods and techniques to measure, cut, bend, and thread pipe and tile, caulk and seal elbows, union joints, tile pipe, faucets, and shower drains and skill to remove, clean, reinstall, or replace joints and fixtures. Skill in the use of all common electrical hand and power tools and testing equipment typical to each trade identified. Responsibility Work is assigned on a long-term, as well as on a day-to-day basis. Work assignments come via email, electronic work order system (LEAF), or directly from the Supervisory Interior Designer. The incumbent is responsible for independently accomplishing work as directed by work order, email communication or verbally from the Supervisor. The incumbent independently plans and prepares equipment, tools, and materials for installation, modification, renovation, repair and replacement assignments. The incumbent completes these assignments with little or no supervision while work is in progress or at completion. The incumbent is responsible to ensure that work is tested, operational, fully functional and safe before it is turned over to the customer for use or accepted as complete. Physical Requirements The duties of this position require considerable movement around the entire medical center complex. Extended periods of bending, lifting of 50 pounds or more, climbing, kneeling and crawling, crouching and standing are required. Working from scaffolds and ladders is required. Working Conditions The work is done inside and outside, and dirt, spray and fumes are usually present. Occasionally, the incumbent is required to wear Personal Protective Equipment (PPE) and clothing that are sometimes heavy and uncomfortable; frequently exposed to the possibility of cuts and bruises. May occasionally be exposed to the possibility of broken bones or other injuries.
