The Chief Nurse, Nursing Operations is a registered professional nurse, qualified by education, experience and specialized expertise to lead, develop, implement, monitor and evaluate clinical and administrative processes for the delivery of nursing practice and clinical care for Hines VA Hospital.
Duties
The Chief Nurse, Nursing Operations is a registered professional nurse, qualified by education, experience and specialized expertise to lead, develop, implement, monitor and evaluate clinical and administrative processes for the delivery of nursing practice and clinical care for Hines VA Hospital.
The incumbent has programmatic responsibility over nursing clinical performance measurement, nursing staffing methodology, and patient flow/bed coordination. The incumbent has supervisory responsibility over the emergency department, the renal dialysis unit and the resource pool.
This individual is broadly acquainted with clinical treatment modalities and knowledgeable about multifaceted healthcare delivery systems. This individualdemonstrates the following skills or expertise: exceptional organizational and project management skills, effective communication with all levels of professional and administrative staff both verbally and in written reports and documents, leadership through role-modeling practices and mentoring staff at all levels within the organization to achieve positive outcomes.
The Chief Nurse, Nursing Operations reports directly to the Associate Director, Patient Care Services (ADPCS). This individual has direct supervision of nursing in the emergency department, renal dialysis unit, and the resource pool. This individual works closely with nursing leadership, medical chiefs, and clinical leaders to facilitate daily clinical operations.
This individual provides oversight over patient flow for Hines VA hospital and works closely and collaboratively with Chief Medical Officer, Quality Management, and other clinical and administrative leaders within the facility.
This individual demonstrates leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care within Hines VA Hospital.
Practice: Uses an analytical framework, such as the nursing process, to create an environment within the facility that facilitates the delivery of care. Coordinates and evaluates integrated programs and demonstrates clinical excellence in management of population groups.
Ethics: Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and local health care community.
Resource Utilization: Designs, modifies, and implements systems compatible with professional standards and within the mission and the goals of the organization to improve the cost-effective use of resources.
Career Development: Forecasts new knowledge needs for changing practice environments/populations groups. Plans, implements and evaluates strategies to meet those needs.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Master of Science in Nursing (MSN) or Master's in a field related to nursing with a Bachelor of Science in Nursing (BSN) or Master of Science in Nursing (MSN) from a Bridge Program (a BSN is not issued or required).

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform the following functions intermittently: light carrying (under 15 pounds); sitting (no more than 2 hours); standing (up to 1 hour); walking (up to 2 hours); climbing (no more than 10 minutes per episode; simple grasping of items; reaching above shoulder; use of fingers; both legs required; ability for rapid mental and muscular coordination simultaneously; both eyes required; ability to distinguish basic colors; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; and hearing (yaid permitted). A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy.
