Outpatient General Mental Health (GMH) Behavioral Health Interdisciplinary Program (BHIP) team-based care provides Veteran-centered, recovery-oriented, and evidence-based care. The Supervisory Marriage and Family Therapist - BHIP functions as a supervisor for a BHIP team consisting of two multi-disciplinary teams. The incumbent will lead the collaboration of mental health services to ensure that the BHIP teams are meeting to provide comprehensive mental health care for outpatient Veterans.

Duties

Duties include but are not limited to: Development and implementation of programming and services offered, policies, and procedures; oversight of administrative and programmatic resources; coordination of services to veterans within the clinics or programs; Reviewing the fidelity of evidence-based treatment approaches through the outpatient clinics, and monitoring of outcomes using a data driven quality assurance process for programs which deliver specialized and professional services that are important program components of the Medical Center and significantly affect the health care provided to veterans. Responsible for leading efforts to maintain Joint Commission accreditation for outpatient mental health programming. Interprets and complies with policies, directives, information letters, etc., from VACO, VISN, and the Medical Center in order to ensure adherence by BHIP staff; interprets and complies with regulations and guidelines governing the BHIP programs to the facility staff and community; develops and maintains a procedure manual to implement policies and patient care and completes periodic reviews and revisions as necessary; provides public relations and community education regarding the VA and the programs within the division to various social, health, mental health agencies, legal representatives, housing authorities, and welfare organizations which include State, County, and City government offices, as well as private non-profit service agencies and organizations. Responsible for developing and updating brochures that will be used to provide information on the programs to veteran service organizations, public service agencies, and to veteran patients in the community. Coordinates the administrative, Veteran treatment, and quality improvement activities of the assigned clinics/programs; motivates co-workers and employees for whom there are supervisory responsibilities and directs work with regard to performance improvement initiatives. This position requires direct observation of workers' performance and provision of continuous feedback to the employees. Oversees the provision of services in serious and complicated cases and carries full professional responsibility for clinic/program functioning. Responsible for identifying gaps in services and for developing plans in consultation with outpatient staff and other managers, as appropriate that will make the best use of available resources in meeting program needs. Participates in strategic planning related to the outpatient clinics/programs and to the Medical Center. Responsible for the Quality Management activities of the programs and for developing a monitoring and evaluation plan. Responsible for coordinating efforts to meet national Performance Measures related to the programs. Quarterly reports will be made to the MHCL Leadership Council regarding efforts to meet these and other measures of performance. Responsibility for the management, administration, and clinical oversight of each clinic or program within the outpatient mental health division. They must possess a wide range of concepts, principles, good management practices, and must possess skill in applying this knowledge to difficult and complex situations. Knowledge of VA administrative procedures relative to personnel actions, control point and fiscal management, and Veteran eligibility and benefits. Possess knowledge of eligibility for services by a wide range of non-VA community agencies and resources. Report data to all National and VISN suspense requests, as well as any data and/or narrative reports. The Division Manager provides direct supervision to two BHIP teams. Each team will consist of 1 psychiatrist, 1 APRN or PA, 4 therapists, 1 PSA, 1 Non-LIP (RN, Peer Support) and 1 Care Coordinator (RN or SW) for a total of 18 direct reports. Clinical Responsibilities: Provides a full range of mental health services tailored to the incumbent's professional discipline, particularly for complex or unusually difficult patients. Provides education to patients, family members, and significant others. Provides comprehensive, evidence-based interventions. Provides consultation to professional staff and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients. Develops, implements, and documents the mental health treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. English Language Proficiency. MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j. Grade Determinations: Supervisory Marriage and Family Therapist - BHIP, GS-12 Experience, Education, and Licensure. Candidates must have successfully completed evidence based training in marriage and family therapy and must have graduated from a COAMFTE accredited program OR, have passed the AMFTRBE. Candidates must have at least five years of post - licensed clinical experience in delivery of family systems therapy including one-year equivalent to the GS-11 grade level. This experience must demonstrate possession of using evidence based family therapy model while demonstrating progressive professional competency and expertise. Assignments responsible for providing clinical supervision must have an AAMFT Approved Supervisor credential. In addition, the candidate must demonstrate the professional KSA's. Demonstrated Knowledge, Skills and Abilities. In addition to meeting the KSAs for GS-12 grade level, the candidate must demonstrate all of the KSAs below: 1. Ability to identify professional development needs of other MFT's and guide them in current family systems theory / therapy practice guidelines. 2. Ability to collaborate with members of other disciplines and supervisors, and to represent the family systems theory / therapy profession both in and outside of VHA. This includes knowledge of the roles, contributions, and interrelationships with other disciplines. 3. Ability to perform the full range of administrative and clinical supervisory duties including responsibility for work assignments, competency assessments, performance evaluations, selection of staff, and recommendation of awards, advancements, and when appropriate, disciplinary actions. 4. Ability to analyze clinical data and make recommendations for corrective actions to optimize quality, efficiency, performance, and productivity within service keeping in line with accrediting bodies and policy. Physical Requirements: Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds).
