The primary purpose of this position is to provide leadership, management, policy, and program expertise for a Fleet and Family Support Center (FFSC).
Duties
The incumbent serves as principal advisor to the N9 and the Installation Commanding Officer (ICO) on social problems and human service matters related to personal and family adjustment . Identifies installation needs and concerns and presents plans, recommendations and assistance to influence readiness and retention issues. Keeps abreast of Navy policies and priorities and the provisions and intent of new and emerging programs. Maintains close and continuing contact with key military leaders and counterparts in related elements, to include Medical Treatment Facilities, Law Enforcement and Security, Legal, Chaplain, and American Red Cross, in order to secure support for the Center and ensure coordination of programs and services . The incumbent develops long-range programs considering the specific needs of the installation. Develops program plans and requirements for the Center during emergencies such as sudden deployments, mass casualties or evacuations. The incumbent keeps the OOL Director and the TC chain of command informed of issues, problems and trends in FFSC service delivery that are unique to the area served by the FFSC. Responds to complaints or problems identified by clients or staff and takes necessary action to resolve them.
Represents FFSC in the surrounding community through ongoing liaison with civilian agencies for the purpose of sharing information about the military population, encouraging support, and identifying gaps or overlaps in services and developing opportunities for partnerships for service delivery. Serves on installation and community committees, boards and councils as a subj ect matter expert in the area of quality of life for military personnel and their families . Incumbent will represent storefront at professional conferences or higher headquarters working groups. Routinely participates as the command representative in the development of long range plans for Family Support Programs .
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Knowledge of social/ human services delivery systems and concepts, and principles relating to one or more of the social or behavioral science fields. bachelor' s degree or higher in social sciences, education, or any field which furnishes the applicant with knowledge, skills and ability to perform the job.
Knowledge of Navy/ military organization, mission, and lifestyle and specifically, the psychological and socio-economic factors affecting command and mission readiness and the impact on individuals and families within the military community.
Knowledge of contemporary human service principles, practices, and research methodologies. Knowledge of Navy directives, policies, and programs; specifically, privacy act, confidentiality, FAP, maintenance of records, criminal history background checks, and other administrative program requirements .
Knowledge of development, procurement, award, and administration of military support/ human services contracts.
Skill in organizational development and management techniques required to direct complex, simultaneous programs of the FFSC.
Skill in communicating verbally and in writing.
Ability to supervise; knowledge of EEO and Safety policies and principles.
