This is a clerical/administrative program support position located in the Operative Care Line, Surgery Service at the Lexington VAMC Health Care Systems (LVSHCS). Surgery Service provides subspecialty surgical care for the Veterans in this Patient Service Area, as well as those from other areas, and in particular manages complex surgical patients from within the VISN.
Duties
The Lexington VA Health Care System (LVAHCS) is a complex surgical program as defined by the National Surgery Office. The Operative Care Line, Surgical Service is composed of several areas of clinical activity at both the Cooper Drive and Leestown Divisions of LVAHCS, including Surgery Case Management. The service is authorized to provide care to inpatients on medical/surgical wards, intensive care units, and holds primary responsibility for all surgical subspecialty outpatient clinics, pre-operative assessments clinics, and Ambulatory Surgery Program. The service is responsible for the diagnosis, management, and perioperative treatments for patients with surgical diseases. Furthermore, in affiliation with the University of Kentucky College of Medicine, and University of Kentucky Chandler Medical Center, the Surgery Service Line provides extensive support, education, and training of house staff (residents and interns) and medical students.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Screening incoming correspondence; preparing correspondence for management signature; transcribing medical and technical dictation from a variety of sources; scheduling meetings and conferences; utilizing hardware and software in the performance of daily duties; inputting office time and attendance records; interpreting regulations, manuals, directives, and precedents in a healthcare environment; developing databases and spreadsheets; compiling, analyzing, and tracking statistical data from various sources; and performing progressively responsible administrative assistance in a healthcare environment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one year of experience at or above the GS-4 level
OR, successfully completed a four year education above the high school level in any field from an accredited business or technical school, junior college, college, or university.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.
Typing: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Physical Requirements: The work is primarily sedentary, requiring sitting, standing, walking, bending, and carrying light objects. The position demands periods of intense concentration and the ability to maintain self-control in difficult situations.
