The incumbent serves as the Training Specialist for the Health Administration Service (HAS) at the Bay Pines VA Healthcare System (BPV ARCS) in the Cape Coral location. The primary responsibility of the incumbent is the development and implementation of the ongoing training programs, new employee training, and mandatory training for employees with HAS as well as staff within other services that have responsibility for using HAS packages to perform their duties.

Duties

Prepares education, ICB, Soft Skills and training reports and distributes them to supervisors and HAS Leadership on regularly scheduled cycle. The incumbent develops the HAS training plan each fiscal year, as well as a monthly training calendar listing the days, times, and location of training programs for the Service. He/she completes quality assurance studies of programs as required. The incumbent develops and updates courses (including web-based) policies, guidelines, instructional methods, materials, etc., for HAS training programs and provides instructions regarding virtual training methods. He/she also prepares operating level policies or reports on staff development issues, after initiating and performing an employee development needs assessment. The incumbent serves as the HAS coordinator for tracking of all employee education and training hours utilizing established computer system software. Talent Management System (TMS), and will use this to prepare reports on the status of training hours and mandatory courses. He/she creates metrics, reviews, analyzes, and evaluates HAS training courses and programs to assess their quality trends and effectiveness. Consults with technical experts in each program to examine and analyze unusual or problem situations indicated by changes in program quality indicators. Work Schedule: 8:00am - 4:30pm Mon - Fri Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Must live within commuting distance to the Cape Coral Facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. ** In addition you must also qualify below as well. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creates metrics, reviews, analyzes, and evaluates training courses and programs. Develops and improves training guidance and conducts classes. Presents training recommendations and negotiating solutions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; carrying of light items including training documentation or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbent may be susceptible to eyestrain from working long hours on the computer.
