Duties
The Large Business and International (LB&I) Division Counsel provides legal services to the IRS LB&I Division, an industry focused organization with an emphasis on global tax administration for corporations and partnerships with assets greater than $10 million. The Division Counsel employs over 340 attorneys located in 39 cities nationwide. Headquartered in Washington, DC, the Division has five Area Counsels based in Pennsylvania, New York, Illinois, Texas, and California. Each Area Counsel is responsible for legal work within a defined geographic area and for developing specialized knowledge of one of the industries served nationally by the IRS including: financial services; heavy manufacturing and transportation; retail, food, pharmaceuticals, and health care; natural resources and construction; and communications, technology, and media. LB&I attorneys provide a full range of legal services on all issues, including advising LB&I compliance agents, handling litigation in the U.S. Tax Court, and assisting the Department of Justice in the handling of refund cases in the U.S. District Courts.
As a General Attorney (Tax) (Assistant to the Associate Area Counsel), you will:
Assists the AAC in the supervision of a group of attorneys and paralegals providing litigation support to the IRS.
Assists the AAC in providing technical guidance on Tax Court litigation activities performed by the Group, and assists the AAC in making determinations with respect to settlement of cases independently, or in consultation with the AAC or other senior managers
Advises the AAC on management and legal matters within the Group's jurisdiction, advising the AAC on unusual, sensitive, or potentially controversial cases, or issues requiring further development or elevation.
Assists the AAC in establishing procedures to review and evaluate the effectiveness of Group litigation services and programs.
Participates with AAC in promoting information sharing among the Group and other Counsel components, along with the IRS Appeals and Compliance functions in order to encourage communication networks and maintain awareness of new developments and initiatives which could impact Group or Area programs, goals or operations.
Assists the AAC in ensuring that staff activities are coordinated, as appropriate, with other LB&I personnel, and other Division and Associate Chief Counsel Offices.
Performs the full range of legal work typically assigned to a GS-14 attorney.

THIS IS A DETAIL POSITION NOT-TO-EXCEED 1 YEAR. AT THE END OF THIS 1-YEAR ASSIGNMENT, INCUMBENT WILL RETURN TO THEIR FORMER POSITION OF RECORD. THIS POSITION MAY BE EXTENDED FOR AN ADDITIONAL 1 YEAR WITHOUT FURTHER COMPETITION.
