This position serves as Chief, Facilities Management Service at the Harry S. Truman Veteran's Memorial Hospital. Responsible for all professional engineering matters affecting the Medical Center and total management of the Engineering Program. Responsible for the planning, organizing, directing, evaluating, and management process for all programs which include setting qualitative and quantitative standards.
Duties
Develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Engineering Program into the mission of the Medical Center. The duties to include but are not limited to:
Collaborates with operations and program managers to ensure integrated goals and priorities for the Facilities Management Service (FMS)
Responsible for the maintenance and operation of Engineering with diverse patient treatment programs.
Serves as the top advisor on facilities and environmental concerns
Involved with long and short range planning, establishing policy, and budgeting for the Medical Center.
Provides managerial information for the development of the Five-Year-Facility Plan
Has full administrative and managerial responsibilities for planning, staffing, budgeting, developing and effectively managing the total Engineering Program
Initiates and sets policy, procedures, standards and goals for the Service
Coordinates all utility shutdowns and/or connections to existing systems, and develops operational and maintenance plans
Ensures all construction work meets contract drawings and specifications
Promotion Potential: The full performance level is GS-14.
Work Schedule: Full Time, Monday-Friday 8:00 a.m. to 4:30 p.m., subject to agency needs

Applicants must meet the Time-in-Grade, the Basic Requirements, and the Specialized Experience.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Individual Occupational Requirements:
Citizenship
Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. 7407(a).
Education
Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
OR
Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;
OR
Evidence of current professional registration or licensure as a Professional Engineer or Architect from any State, the District of Columbia, Guam or Puerto Rico.
English Language Proficiency
Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403 (f).
Grade Determinations: In addition to the basic requirements outlined above, the following criteria must be met when determining the grade of candidates.
Supervisory Healthcare Engineer, GS-14.
(1) Experience. One year of experience equivalent to the next lower grade.
(2) Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs
Planning, organizing, directing, evaluating, and management process for FM programs which include setting qualitative and quantitative standards
Developing and providing the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the engineering and environmental programs into the mission of the medical center
Responsible for the engineering division; provides direction and review of professional and technical programs; professional engineering work in several disciplines such as civil engineering, electrical engineering, mechanical engineering, biomedical engineering, environmental engineering and safety engineering; interior design; emergency and disaster planning; VA/DOD contingency planning; and support and assistance to management in developing medical center policies, procedures and resource allocations
Serves as a member of VISN Capital Asset subcommittee
Involved with long and short range planning, establishing policy, and budgeting for the Medical Center
Responsible for the development and update of the Strategic Operating Plan for the facility
Reviews the major utility systems, building services equipment, building structural and cosmetic conditions, to assure compliance with regulations, safety, and operations standards.
Definition of Professional Engineering Experience: The professional engineering experience required is defined as non-routine engineering work that required and characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.
Professional knowledge of engineering is defined as the comprehensive, in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year engineering program leading to a bachelor's degree, or the equivalent.
Professional ability to apply engineering knowledge is defined as the ability to (a) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; (b) adapt and apply methods and techniques of related scientific disciplines; and (c) organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems.
Types of Creditable Experience: Professional work in engineering, like that in other professions, is marked by continuing personal effort to keep abreast of the advancing and changing discipline. Continuing education in engineering and related fields is an important element of full professional competence as an engineer that should be considered in evaluating the qualifications of applicants for professional engineering positions.
In some situations, experience may be creditable even if it is not clearly professional engineering work. In such cases, the experience must have been preceded by prior responsible professional engineering experience and must contribute directly and significantly to the applicant's engineering competence. For example, an engineer might be assigned to a management-type position in preparation for assumption of higher-level responsibilities in engineering project or program management.
