About the Position: This position is located in the Civilian Human Resources Agency, Civilian Personnel Advisory Center, Chambersburg, PA.
Duties
Serve as a senior Human Resources (HR) Specialist performing operational assignments in the Civilian Human Resources Agency.
Evaluate position management in assigned organizations in order to provide guidance on ways to improve structure, work distribution, and the use of employee skills.
Apply the full range of HR methods, principles, practices, and evaluative methodologies to resolve the full range of operational problems.
Provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
Provide customer advice on staffing requirements, resources, and problems.

Specialized Experience: One year of specialized experience which includes developing federal civilian human resources vacancy announcements and referral lists; coding civilian personnel actions; performing job analysis to develop an assessment tool for candidate evaluation; providing advice and guidance to supervisors, employees and applicants on federal civilian personnel staffing rules and regulations; and assisting with staffing training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
