The STVHCS Vaccine & Future Projects Program Manager works independently under the Chief of Pharmacy and is responsible for the overall medication management of the Veteran and Employee vaccination programs and future projects that includes renovation, new construction, and compliance to new & updated directives. The Vaccine & Future Projects Program Manager functions as a part of the STVHCS Pharmacy leadership team to accomplish the VA's mission, vision, and strategic goals.

Provides professional consultations to Network and facility management concerning planning, coordination, operation, and evaluation of vaccination services and programs, focusing on positive progress and potential gaps in the vaccination processes. b. Responsible for the oversight of temperature monitoring systems in place as related to the appropriate storage of vaccines in refrigerators and freezers. c. Responsible for building and utilizing dashboard tools to incorporate Veteran and Employee vaccination data. d. Uses national and VISN developed tools and dashboards to report vaccination data on a regular basis to facility leadership and VISN with updated statistics. e. Conduct Academic Detailing and provide guidance to key decision makers to increase vaccination rates. f. Facilitates work with Public Affairs in effective promotion of the Vaccine Program to increase vaccination rates. g. Responsible for the oversight of ordering, storage, handling, distribution, temperature tracking, waste disposal and inventory transfers of vaccine across the STVHCS. h. Interprets and assists staff with memos, guidance and policies to facilitate compliance and effective implementation of the intent of related documents. i. Develops, coordinates, and implements STVHCS-wide policies and procedures that assures that Veterans and Employees will receive consistent high-quality vaccination services including vaccination clinic design and management. j. Develops emergency contingency operation plans and leads operations in the event of an emergency or pandemic, to include other contracted facilities, community partners or VISN. k. Understands the vaccination programs of VA facilities in the Network and has comprehensive knowledge of the community vaccination services, both private and public and how they affect our programs. l. Serves on various STVHCS, VISN, and National committees, as requested. m. Responsible for sharing Patient Safety guidance of vaccines, promoting the reporting of adverse drug events and serious side effects. n. Maintains effective interdepartmental relationships utilizing skilled negotiation and collaboration techniques, demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the vaccination program and facility mission and goals. o. Meets with vaccine industry representatives seeking to conduct business when needed. p. Subject matter expert for future projects that require pharmacy space renovation, new construction, and compliance to new & updated directives. q. Serves as Pharmacy Service representative for all future projects involving renovation, new construction, and compliance to new & updated directives. r. When needed, will serve in acting role as the QA Program Manager or the Controlled Substance/Automation Program Manager s. Responsible for identifying the accuracy or flaws in vaccination reporting tools and future project development, ascertaining the need for the creation and sustainment of independent systems as an interim solution. t. Facilitates the tracking and timely fix of documentation errors in facility plans, inventory, and administrative documentation and reporting, collaborating with the PBM and national and VISN program offices to address. u. Develops and implements long and short-term goals and plans, which includes identifying needs and potential issues in the vaccination program and future projects through analysis, trends, and national VA policy implications. v. Conducts vaccine-specific and future project reviews of various administrative, operational, and clinical pharmacy programs to determine compliance and continued readiness. w. Works collaboratively with facility leadership on a wide array of vaccination and future projects and initiatives continually looking for opportunities for improvement and increased efficiencies. x. Develops and tracks monitors and measures for all program areas. y. Identifies outcomes that can be improved and leads the performance improvement process. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ? 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. ? 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed. Failure to Obtain License. In all cases, pharmacists must actively pursue meeting state prerequisites for licensure starting from the date of their appointment. At the time of appointment, the supervisor will provide the unlicensed pharmacist with the written requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. Failure to become licensed within 2 years from date of appointment will result in removal from the GS-0660 Pharmacist series and may result in termination of employment. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-13 Grade Determinations: Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the KSAs identified in subparagraph 3b(3)(b)1 above. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Physical Requirements: The work is performed in an office setting; there is also an option to telework.
