Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section USD(P&R) memo of Oct 15 2021, Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense, Per 3. Covered Positions e. any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category, as outlined in Table 1. Acquisition Career Fields- Engineering (ENG). Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: The incumbent will serve as the principal advisor to the Assistant Secretary of Defense for Sustainment and the Deputy Assistant Secretary of Defense for Product Support for the civilian Logistics Functional Community, comprised of the Maintenance; Supply; Distribution, Deployment & Transportation; and Life Cycle Logistics Functional Areas. In coordination with the Workforce Director, plans, develops, publishes, and monitors the implementation of the Department of Defense (DoD) Logistics Human Capital Strategy. Engages and collaborates with Defense Components to ensure the civilian Logistics Career Field recruits, develops, and retains a highly qualified, motivated, and well-balanced civilian workforce. Identifies enterprise training, education, and developmental opportunities internal and external to the Department of Defense that align to the Logistics Functional Community workforce requirements. In collaboration with DoD Components, evaluates the effectiveness of career management across the Logistics enterprise, identifying requirements, best practices, gaps, and initiatives affecting logistics career management. Leads the formulation, implementation, and evaluation of policies and programs to improve logistics career management efficiency and effectiveness. Collaborates with DoD Components to forecast Logistics Functional Community workforce trends/issues, using data from Federal government sources and databases such as Advana, Defense Civilian Personnel Data System (DCPDS), etc. to project future workforce trends, conduct maturation studies, forecast workforce gaps and identify mitigation strategies to remediate those gaps.

  • This position requires an Life Cycle Logistics, Level 3 of Advanced acquisition certification. The incumbent has 48 months to achieve this certification

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to: Utilizes policies, practices, regulations and laws concerning civilian career field management and administration to oversee accessions, utilization, development, sustainment, short and long-term strategic planning, data support and resource management. Analyzes, develops, prepares, coordinates, staffs, and implements enterprise policies, procedures, programs, and directives for a Logistics Functional Community. Applies mission, roles, functions, organizational structures, and operation of federal logistics functional community, to include logistics career field development, sustainment and life cycle logistics. Oversees the Planning, Programming, Budgeting and Execution process, Program Objective Memorandum, (POM) cycle, Procurement, and Operation &Maintenance (O&M) funds for a Logistics Functional Community. Monitors the Congressional Posture cycle, congressional engagements, congressional reporting and other congressional correspondence. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
