This Security Assistant position resides within the Police & Security Service at the Alaska VA Healthcare Center in Anchorage Alaska.

Duties

Major Duties of the position include but are not limited to: You will perform or monitor standardized aspects of established security program operations such as establishing and maintaining security records or operating an established pass and identification system and related equipment, vehicle or parking registration system; and/or photo identification equipment. You will perform tasks associated with safeguarding information and material to ensure the effectiveness of appropriate security systems by: monthly alarm checks, motion intrusion alarms, panic and duress alarms and other alarms as appropriate. You will process Courtesy Violations Notices and US District Court Violation Notices in accordance with established policy. You will maintain a variety of files, control registers and records to provide a control of sensitive and privacy act information. You will report violations and compromises to the supervisor. Serves as Sensitive But Unclassified (SBU) document courier. You will be responsible for maintaining the service's filing system and files all Uniform Offense Reports and Daily Operations Journals on a daily basis. You will assist the Physical Security Officer with physical security site surveys and vulnerability assessments by using various resources to access complex data and information. You will monitor and direct response to security and life safety communications, radio dispatching, telephone, and other emergency communication circuits. You will receive and compile information from various sources related to police and emergency incidents, taking appropriate action regarding intrusion, duress, and hold-up alarms. You will monitor the hospital's intrusion alarm system, two separate panic alarm systems, and all of the electronic surveillance devices (SSTV) i.e. cameras, DVRs. You will direct response and/or modifies responsible personnel depending on the type of incident or request. Work Schedule: One vacancy is a 12 hour panama shift and one vacancy is Monday through Friday 10:00am - 6:00pm (holidays off) Telework: Not Eligible Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the GS-4 grade level. Specialized experience will include: general administrative and/or clerical; security objectives, programs, methods, and procedures, as well as carrying out support tasks related to security administration; police terminology and radio dispatch procedures; highly complex and specialized equipment associated with electronic surveillance devices and intrusion and duress alarm systems; closed-circuit television system; Police Service dispatch communication equipment and dispatch procedures; test panic and intrusion alarms. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school or a bachelor's degree. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed post-high school education and experience. I have some specialized experience equivalent to the GS-4 grade level but less than one year, and I have more than two years, but less than four years of education above high school. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-5 grade level. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: ClericalCustomer Service (Clerical/Technical)Physical Security Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work. On an infrequent basis, work may be performed both indoors and outdoors in all types of weather, during prolonged hours, especially during inclement weather or during a disaster situation. The incumbent must know and be familiar with the physical layout of the Medical Center buildings, offices, and grounds in order to immediately relay critical information to police personnel. Must be able to respond to all alarms (panic, audio, intrusion), emergency telephone calls, assaultive, combative or suicidal patient situations, bomb threats, search for lost patients, evidence or contraband, thefts, acts of a suspicious or criminal nature or crime in progress, reports of fire, safety hazards detected, snow and wind storms, electrical power failure or other Medical Center emergencies. The duties of this position are exacting and responsible and involve activities under trying circumstances; the incumbent must possess emotional and mental stability. He or she will at times be confronted with difficult and confrontational people, or other stressful situations, such as receiving reports of emergency situations (i.e., fires, disturbances, alarm activation's).
