You will serve as a SUPERVISORY TRANSPORTATION SPECIALIST in the Public Works Business Line within of NAVFAC SOUTHWEST.

Duties

You will assign work to junior employees based on priorities, difficulty of assignments, or capabilities. You will monitor corrective action plans for resolution of issues pertaining to quality performance. You will provide vehicle inventory assignment updates to ensure an organization meets its transportation requirements. You will review utilization and equipment assignment records to identify trends in equipment requirements. You will explain to senior leaders on matters related to transportation operations business issues.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plans work execution by considering priorities, present workload, weather, equipment and workforce requirements; 2) Prepares reports, and briefs the Chain of Command on priority issues pertaining to Transportation functions; 3) Manages authority for staffing levels, employee development and training, grievances, performance evaluations, preparation of required documentation for disciplinary actions, recruitment, promotions and incentive awards: Carries out the policies of NAVFAC for the EEO program by communicating policies to subordinates, assuring equality in determining qualifications, selections, details, training, awards, etc.; 4) Develops long range plans for the Transportation Division, which includes projected fluctuation in maintenance and operation workload, budget requirements, normal and surge mission requirements, manpower requirements and constraints, equipment availability/condition and availability and capability of contractor resources in the private sector; and 5) Directs and ensures compliance of federal and state environmental laws and regulations that are applicable to the operations of the Transportation Division while ensuring that subordinate personnel are trained and properly supervised in the respective environmental laws and regulations that pertain to the duties of their positions.
