Duties

Responsible for providing instructions, distributing and balancing the workload employees (base level GS-07) who perform such work as processing a wide variety of retired pay transactions. Keep in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities. Distribute and balance the workload among employees in accordance with established work flow or job specialization. Give on-the-job training to new employees in accordance with established procedures and practices. Maintain a current knowledge and answers questions of other employees on procedures, policies, directives. Resolve simple informal complaints of employees and refers others to supervisor. Make information suggestions to supervisor as requested concerning promotions, reassignments, recognition of outstanding performance, and personnel needs.

Qualifications

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Applicants MUST have related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. To be hired at the GS-7 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military payroll transactions; determining entitlements; examining and verifying all documents for propriety, completeness and accuracy; and running reports to monitor workload and providing technical support on standard procedures to coworkers. Substitution of Education for Specialized Experience: One (1) year of graduate education may be substituted to meet the specialized experience requirement when education is directly related to the position being filled. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements (You MUST submit transcripts or proof of education to verify your claim). To be hired at the GS-8 entry grade level, applicants must minimally have:One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work. Experience must include expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems. Substitution of Education for Specialized Experience: Eighteen (18) months of graduate education may be substituted to meet the specialized experience requirement when education is directly related to the position being filled. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements (You MUST submit transcripts or proof of education to verify your claim Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
