The Associate Chief of Pharmacy Clinical Services is a licensed professional with advanced understanding and proficiency in clinical pharmacy services development, implementation, and oversight. The incumbent is responsible for providing leadership, planning, organization, implementation, and oversight of all Clinical Pharmacy Programs throughout VAWNYHS. Areas include patient care, patient safety, performance improvement, formulary management, education, and regulatory compliance.

Duties

Major Duties include but not limited to: CLINICAL PROGRAM MANAGEMENT: Responsible for providing leadership, direction, and oversight of the professional and administrative management of all clinical pharmacy programs for VAWNYHS and assures programs are designed to maximize patient access and quality of care. Assists the Chief of Pharmacy Service in the performance of all duties and responsibilities, sharing responsibility for those functions and providing cross coverage as assigned and in the absence of the Chief of Pharmacy. Assures organizational structure and function for the residency program(s) are aligned with ASHP accreditation standards and that issues of non-compliance are addressed. Assures credentialing and OPPE/FPPE processes are followed and completed for all Clinical Pharmacist Providers maintaining a scope of practice. Assures compliance with VHA standards and best practices for clinic setup, labor mapping, and access. Establishes local policies and procedures and ensures their compliance with state and federal laws, VA policies, VHA Pharmacy Handbooks, and accrediting agency requirements as related to assignments. CLINICAL PHARMACY QUALITY PROGRAM MANAGEMENT Works with the Pharmacy Management Team to identify appropriate measures of quality when evaluating clinical pharmacy services. Participates or leads work groups to improve quality of clinical pharmacy services, and measures level of continued success with quality improvement efforts. Responsible for collection and analysis of data from a wide range of individuals, medical centers, VA organizations, and external organizations. Creates Quality reports for discussion at Pharmacy Leadership Meetings and participates in evaluation of the data to identify potential benefits from changes in pharmacy practice. Maintains Quality reports on Pharmacy SharePoint (or alternate site) and participates in discussion with Joint Commission, OIG, ASHP or other oversight organization representatives to describe our Clinical Pharmacy Programs. Presents pharmacy quality information to the local Quality Committee as requested by the Chief of Pharmacy ADMINISTRATIVE/SUPERVISORY Supervises, mentors, guides, and advises co-workers and trainees. When assigned, is delegated authority to act as pharmacist team leader in the absence of the Chief of Pharmacy. Serves as pharmacist-in-charge when they are the senior Pharmacist on duty. Meets the needs of Pharmacy Service by following scheduled tour of duty and timekeeping rules. Rotational tours of duty (24/7) are required for this position. EDUCATION AND TRAINING Assists in the coordination of orientation and training of new pharmacy employees, pharmacy residents, pharmacy interns, pharmacy students and pharmacy volunteers in all areas pertaining to sterile products and hazardous medications. Functions as the Program Manager for all clinical educational programs within pharmacy, including the ACPE programs, Residency Program, Experiential Rotations, VALOR Program (or equivalent) and Clinical Competencies. Functions as a consultant to the medical staff on pharmacotherapeutics, pharmacokinetics, medication management, toxicology etc. via effective written and oral communication. Attends and actively participates in clinical pharmacy activities, i.e., staff development, clinical pharmacy and pharmacy leadership meetings, residency advisory meetings, etc. MEDICATION DISPENSING AND DISTRIBUTION Performs all pharmacy distributive functions according to the VHA and local policies to provide comprehensive pharmaceutical services in a timely fashion to meet the needs of our patients and medical center staff. Responsible for the dispensing of drugs, especially controlled substances, investigational and hazardous drugs, to assure that legal and agency regulations and instructions are followed, that proper and complete recordkeeping is maintained, and that the drug storage areas are stocked, safe, and secure. Responsible for providing care in ambulatory, inpatient and CLC areas as required to meet patient care needs and to maintain competence in those areas of pharmacy practice. MEDICATION/PHARMACY SECURITY Associate Chief of Clinical Pharmacy will maintain strict security over all medications in the Pharmacy as well as in any medication storage areas. ADP SECURITY AND PATIENT CONFIDENTIALITY In the performance of official duties, the employee has to regularly access printed and electronic files containing sensitive data which must be protected under the provision of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA and RA policy. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. ? 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed. Grade Determinations: GS-14 Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.) Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 and 3. 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. *6. Ability to plan, organize and direct the functions of the pharmacy staff.
