The position is located within the Home Based Primary Care (HBPC) Specialty Patient Aligned Care Team (PACT) at the Thomas E. Creek Veteran Health Care System (AMAVAHCS) in the Community Outpatient Clinic (CBOC). The incumbent provides clerical and administrative support for the HBPC Program Director, HBPC Medical Director and assists other HBPC staff in carrying out the goals of the program and can work independently within the goals and objectives set by the HBPC Director or designee.

Duties

*** Bargaining Position *** Participates by assisting in the planning, review, and reporting of data/statistical results of the program. This is done by performance of work involving the collection, compilation and/or tracking of data and statistical information in support of the HBPC program's operation. Establishes and organizes computerized data sets and retrieves computerized data. Generates a variety of reports based upon the data pulls performed. Identifies, initiates and organizes process for data collection for the program. Reviews documents and reports and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Maintains automated system of program-specific data to track and works with the HBPC Program Director, HBPC PSA (main), Service Chief and/or Administrative Officer to implement a plan of action based on the data. Demonstrates the sequence for processing Non-VA Care approval. Knowledge of the processes as they relate to provider service consults, obtaining approvals/disapprovals, submitting authorizations, tracking request, submitting obligations, monitoring, tracking and managing the non-VA care consults. Maintains automated system of program? specific data to track non-VA care requests, i.e., by provider, specialty, diagnosis, location, etc. Reviews medical record documents such as consultations and progress notes to interpret the kinds of care that are being ordered. Compiles the information and identifies general Current Procedure Terminology (CPT) or Health Care Common Procedure Coding System (HCPCS) codes for the services being authorized. Serves as the back-up Timekeeper for the HBPC/GEC Service. Ensures all timecards are entered correctly and in accordance with prescribed directives. Maintains suspense file of due dates for HBPC Program reports and follows up to ensure proper and timely completion. Priority items are expedited and monitored to completion. Maintains current program memorandums for review by respective HBPC/GEC Leadership. May occasionally be asked to assist with Motor pool pickups/drop offs and/or car maintenance. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. (Alternate schedules may be necessary to meet the needs of the organization.) Position Description Title/PD#: Program Support Assistant (OA)/PD003960 Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. May occasionally be asked to assist with Motor pool pickups/drop offs but driving a government owned vehicle is not part of routine work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: ability to compile data from various sources; basic principles of arithmetic to use established formulas in order to make routine audits of average daily census, charts, graphs, etc., for program audits and quality reports; perform a full range of standard clerical duties to assist during program audits and in response to suspense actions within established deadlines; communicate verbally and in writing; comprehensive knowledge of policies, procedures, objectives and regulations pertaining to the operation of patient care programs and their interrelationships to appropriately advise professional and administrative staff; schedules meetings, notifies appropriate attendees, reserves space and ensures necessary audiovisual equipment, information and documents are available. Knowledge of computer and word processing and spreadsheet software is required. OR Education. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPT REQUIRED) OR Experience/Education Combination. Applicants may also combine education and experience to qualify at the GS-05 level.You must have a combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) to be creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED)To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
