The Management Analyst works in the Decision Review Operations Center (DROC) at the VBA Seattle Regional Office (RO). The primary purpose of this position is to provide objectively based information and associated recommendations to DROC division leadership to inform decisions on all aspects of DROC organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.

Duties

Major Duties: Develops recommendations for program officials and supervisors that are complete and accepted by operating components. Coordinates directly with OAR to analyze impacts of national-level changes, current and future claims inventories, provides recommendations to division leadership. Recommends and submits organizational change guidance, procedures, and documents. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures. Participates in meetings with management and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact to staff. Completes, with supervision, ad hoc assignments as required. These requests are frequently general and unstructured, but priority in nature. Appropriately manages administrative records in order to protect information from unauthorized use, disposal and destruction. Develops and implements business line policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable federal laws and regulations. Coordinates records management functions with Records Management Technicians, other business lines, and management. Conducts focused monitoring and auditing of records created and maintained by business lines. Maintains a thorough working knowledge of VA/VBA Systems of Records, VA/VBA privacy policy, Freedom of Information Act, Office of Management and Budget, NARA, and other federal laws and regulations. Works to ensure facility compliance with VA/VBA policy, NARA, and other applicable federal laws and regulations for records management program. Identifies and reports problems and deficiencies in the records management program for corrective action. Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs such as agency and inter-agency communications and software programs. Compiles, develops, and analyzes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Analyzes and provides recommendations to division leadership on large amounts of data that directly inform division leadership relating to mission level direction. Uses VA data streams to create complex Tableau dashboards to provide recommendations to division leadership. Applies analytical and evaluative methods and techniques to issues or studies concerning substantive administrative support functions. Interprets findings resulting from studies that are independently developed. Completes analyses of data and identifies administratively significant findings. Examines and evaluates operations in meeting established goals and objectives. Prepares status reports for review at all levels. Evaluates the effectiveness of administrative functions, training, and operations in DROC. Handles correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Acts with extreme confidentiality and discretion when dealing with highly sensitive employee and labor relation matters for example, disciplinary actions and management strategy in negotiations with labor. Provides local advice and prepares memos regarding labor management issues, master agreement discrepancies and management's position on such issues. Keeps all records and timetables concerning Master Agreement matters for the DROC front office. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are/were federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within-grade increase SF-50 (award and general adjustment SF-50s cannot be used for time-in-grade verification purposes). For a GS-09 position, you must have served 52 weeks at the GS-07 level. For a GS-11 position, you must have served 52 weeks at the GS-09 level. SPECIALIZED EXPERIENCE: You may qualify based on your experience as described below: Specialized Experience GS-09: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-07 level) in the normal line of progression for the position. Specialized Experience is defined as experience applying analytical and evaluative techniques, and using regulations, policies and precedents to conduct detailed analysis of issues, work functions, or work processes. OR Education GS-09: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's degree or equivalent obtained at an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required. Specialized Experience GS-11: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-09 level) in the normal line of progression for the position. Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes. OR Education GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. OR Combination: GS-11 Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.
