The Financial Manager is a department manager in the Office of the Chief Financial Officer at the Michael E. DeBakey VAMC. The Assistant Financial Manager is a key member of the management team who provides sound financial services and advice to the Chief Financial Officer and other members of the senior management team.

Duties

Evaluation, design, review, and implementation of automated accounting systems at the MEDVAMC. Develops and implements accounting policies, standard operating procedures, and station memorandums dealing with accounting and related financial matters for MEDVAMC. Detailed analysis of complex accounting systems on a continuing basis. Works with programs that are regulated by numerous regulatory bodies to ensure compliance with related functional internal control requirements. Administers the VA Accounting System as mandated by MP-4 of the VA Accounting Manual. Validates input into the financial accounting systems is correct and takes action to correct any exceptions found in reviews. Maintain the automated fund control accounting package (IFCAP) and reconciling it to the Financial Management System (FMS) accounting records that comprise the elements of the station trial balance. Performs quality control and operational audits to validate adherence with sound financial management policies and procedures. Services and carries out the technical processes of budget formulation, presentation, and execution. Provides monthly budget updates through budgetary tools and reports. Train and present solutions to complex financial management issues. Develops or recommends new procedures in solving non-routine transactions by analysis of financial data and provides proper interpretation to all financial staff. Resolves problems regarding out of balance conditions or erroneous input into the FMS accounting system. Performs numerous activities associated with management of resources. Develops studies and routines to determine the need for updated information and the frequency with which it can be provided. Develops trend lines, reports, and forecasts which project the results of a specific set of actions along with the development of alternatives with projected outcomes. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop and install routines and accounting systems necessary to perform diagnostic reviews, create trend lines and develop recommendations for corrective actions to resolve complex issues before they escalate into financial crisis; Effectively communicate with staff members from a wide diversity in ethnic and educational backgrounds; Experience with Federal regulations, statutes, case law, Comptroller General Decisions, General Accounting Office requirements and local Station Memorandums, policies and procedures; Routinely apply concepts, laws, practices and principles associated with preparing and maintaining facility and departmental budgets and forecasts; Utilize operational and financial software to understand the interface issues and extract and analyze information needed to resolve complex problems with multiple alternatives in large, highly diversified facilities with multiple campuses in a very politically sensitive environment. Note: This experience must experience must be fully documented on your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week. Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting and transportation of records.
