This position is in the VA Regional Office (VARO). The incumbent is assigned to the Veterans Service Center (VSC) and reports to the Veteran's Service Center Manager (VSCM) and to the Assistant Veteran's Service Center Managers (AVSCM).

Duties

This position provides assistance to the Veterans Service Center Manager, Assistant Veterans Service Center Manager, Decision Review Operations Center Manager, Assistant Decision Review Operations Center Manager and staff. Advises the VSC/DROC management team on the effectiveness and efficiency with which the VSC/DROC carries out its programs and functions. Duties include, but are not limited to: Performs analytical and evaluative work to advise or improve effectiveness of work methods and procedures, manpower utilization, work assignment distribution, delegations of authority, information and similar functions of management. Provides position management advice and recommendations. Develops proposals to restructure program areas that require redistribution of significant portions or tasks of positions that are distinct but interrelated. Studies and implements management improvements in administrative areas identified through such means as internal control reviews, and management studies. Uses analytical techniques of a moderately complex nature. Coordinates assigned budget and planning processes to inform upper management on key issues, to impact Agency processes and decision-making. Gathers information for assigned programs and reviews budget formulations and workload analysis. Maintains a Records Management Program for a multi-mission program and develops tools promoting the effective coordination of a Records Management Program. Conducts cost analyzes such as development of life cycle or other cost analyses of projects, or performance or cost benefit or economic evaluations of programs. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50, or a Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. DO NOT submit Award SF-50s and/or General Adjustment SF-50s as they cannot be used to verify time in grade. You may qualify based on your experience and/or education as described below: Specialized Experience: To qualify at the GS-09 grade level: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The duties and responsibilities of the GS-09 are essentially the same as those at the full performance level. However, the incumbent is under closer supervision and receives more detailed instructions. As the incumbent progresses, the amount of supervision will gradually be reduced. A thorough knowledge of management and organizational principles and practices. Quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Demonstrate expert communication skills to present and articulate findings to management. Working as a liaison between two or more individuals in order to make a decision. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field related to the duties of this position, or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of Specialized Experience (1) and Graduate level education (2). (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) To qualify at the GS-11 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. A thorough knowledge of management and organizational principles and practices. Quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Demonstrate expert communication skills to present and articulate findings to management. Working as a liaison between two or more individuals in order to make a decision. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of Specialized Experience (1) and Graduate level education (2). (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
