The incumbent supervises a team and deals independently with the public on program related customer service matters by directing a technical assistance program and assisting in planning/outreach and education program; conducting outreach/education programs; providing information, guidance, and assistance to employee benefit plan administrators, participants, beneficiaries, general public, and other governmental agencies concerning provisions/laws of ERISA and other federal related acts/laws.
Duties
Major duties include but are not limited to the following:
Advises managers on program matters relevant to the office's outreach, education, and assistance programs. Coordinates and collaborates with managers in the formulation of broad goals, strategies, and in conjunction with the executive leadership, plans for the development, administration, and evaluation of technical assistance, outreach, and education program. Within that framework, the incumbent recommends, implements, and administers the policies, priorities, and projects.
Maintains an awareness of policy and guidance emanating from higher level management in the region and the national office and exercises sound technical judgment in developing or revising policies, procedures, and activities as appropriate. Provides input for agency-wide outreach, education, and assistance training programs. Keeps abreast of changes and trends in customer service inquiries within the region as well as workload and accomplishments and tailors the technical assistance, education and outreach programs accordingly.
Directs and supervises a group of eight or more professional employee benefit advisors and support staff, as applicable. To ensure consistency in the national and/or regional programs, also plans and reviews the work of any benefit advisor team located in a district office. Organizes the work of the group to maximize the use of available resources and ensure achievement of immediate and long-term goals and objectives. Plans work, sets and adjusts short-term priorities, and prepares schedules for completion of individual projects and assignments. Assigns work based on difficulty of assignments, workloads, and time limitations.
Provides expertise for unusually complex issues raised by subordinates requiring specialized knowledge in the fields of pension benefits or health care benefits. Provides subordinates with assistance in interpreting and applying laws and regulations governing such benefits. May personally develop replies to the most complex and highly sensitive inquiries transmitted for action by the National/Regional Office from attorneys, accountants, actuaries, union officials, and other government officials.
Establishes and maintains effective liaison with other EBSA components and as necessary, other Department and federal and state agencies. Maintains contacts for the mutual exchange of information and awareness of public needs concerning information on ERISA and other laws enforced by EBSA, employer obligations, health care concerns, and participant/beneficiary rights. Proposes approaches and plans to further the objectives of the technical assistance program.
In conjunction with other office managers, develops a Program Operating Plan for education and outreach programs within the region. Identifies and makes contacts with appropriate individuals and groups in the private sector as well as federal, state and local "partners'' who have an interest in this area. Plans the general framework of these presentations and makes or assigns staff to conduct the actual program.
Requirements
- Requires a Supervisory probationary period if requirement has not been met.

- Valid drivers license requested but not required.
- Must be U.S. Citizen.
- Must be at least 16 years old.
Qualifications
Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Examples of specialized experience for this position:
Analyzing and giving information and assistance to the public or clients on rights and obligations under laws in accordance with legal documents such as trusts, contracts, or employee benefit plans;
Ability to communicate orally and in writing complex technical issues to individuals in plain language;
Experience in fact-finding and problem solving to ensure conformity to applicable rules and regulations, and experience in tracking progress in implementing management operating plans;
Ability to implement and direct general ERISA information as well as formulate outreach and education programs for the public;
Reviews work products of subordinates for sufficiency and soundness of regulatory interpretation.
Education
There is no substitution of education for experience at the GS-14 level for this position.
